Amendments to Registration Fees for Motor Vehicles
- Private motor tricycles (three wheels): Registration fee of P30.00 (Section 1)
- Private motorcycles, scooters, and bicycles with motor attachments (two wheels): Registration fee of P50.00 (Section 1)

Exemptions and Fees for Non-Highway Vehicles
- Motor vehicles not intended for public highways or government-maintained roads are exempt from regular registration fees (Section 2)
- Such vehicles shall pay an annual recording and service fee of P15.00 (Section 2)
- If found operating on public highways, regular registration fees, surcharges, and penalties shall apply (Section 2)
- Distinctive number plates shall be provided, and a plate fee shall be paid (Section 2)

Payment of Registration Fees for Trucks
- Registration fees for trucks (for hire or private) may be paid in two equal installments (Section 3)
- First installment due on or before the last working day of March (Section 3)
- Second installment due on or before the last working day of August (Section 3)
- 50% penalty shall apply only to the unpaid balance for the remaining period of delinquency (Section 3)

Effective Date
- This Decree shall take effect immediately (Section 4)
