Increasing Fees Payable to Registries of Deeds

- Amends Section 114 (C) of Act No. 496 (Land Registration Act) to increase fees payable to Registries of Deeds for various services.

1. Original Certificate of Title (Section 1, Paragraph 1):
• ₱10 for the first parcel of land
• ₱5 for each additional parcel

2. Entry Fee (Section 1, Paragraph 2):
• ₱5 for each entry in the primary entry book

3. Annotations (Section 1, Paragraphs 3-12):
• ₱5 for annotations of attachments, levies, writs of execution, adverse claims, lis pendens, releases of encumbrances (except mortgages, leases), court orders (except inclusion of buildings/improvements), notices of tax liens, lost duplicates, address changes, carry-over of annotations, annotations on additional copies, and other annotations without specific fees.

4. Trusts, Estates, and Administrations (Section 1, Paragraphs 13-14):
• ₱10 for transfer certificates of title to trustees, executors, administrators, receivers, or cancellation and issuance of new titles to beneficiaries. Additional ₱5 per additional parcel.
• ₱10 for transfer certificates of title to other persons, plus fees under Paragraphs 16-17 if applicable. Additional ₱5 per additional parcel.

5. Additional Copies of Titles (Section 1, Paragraph 15):
• ₱10 for the first page, ₱5 for each subsequent page

6. Registration Fees (Section 1, Paragraphs 16-17):
• Based on the value of consideration, with schedules for different value ranges up to over ₱500,000.
• Specific bases for exchanges, hereditary transfers, partitions, subdivisions, conveyances with multiple lots/parties/locations, mortgaged properties, releases of mortgages, certificates of sale, consolidation of ownership, leases, termination of leases, options to purchase/promises to sell, and cases where consideration is not stated or is less than assessed value.

7. Copies and Certifications (Section 1, Paragraphs 18-20):
• ₱0.50 per 100 words for furnishing copies
• ₱5 for the first page, ₱1 for each additional page for certified copies
• ₱5 for certificates up to 200 words, ₱1 for every additional 100 words

8. Research Fee (Section 1, Paragraph 21):
• ₱2 per document or record for research services

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 1418 FURTHER AMENDING SECTION 114 (C) OF ACT NO. 496, OTHERWISE KNOWN AS "THE LAND REGISTRATION ACT", AS AMENDED BY REPUBLIC ACT NO. 928, BY INCREASING THE FEES PAYABLE TO REGISTRIES OF DEEDS WHEREAS, there has been an unprecedented increase in the cost of equipment, materials and supplies used by the Land Registration Commission; WHEREAS, it is in consonance with sound fiscal policy that the registration fees collectible by the Land Registration Commission through its registries of deeds be adjusted accordingly; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order: Section 1. Section 114 (C) of Act 496, as amended by Republic Act No. 928, is hereby further amended to read as follows: "C. Fees payable to the Register of Deeds.
