Case Overview and Summary
Distribution of Wager Funds in Fronton and Basque Pelota Games (Jai-Alai)- The total wager funds or gross receipts from the sale of betting tickets shall be apportioned as follows:
• A commission not exceeding 11.5% on the total bets on each game or event shall be set aside for the person or entity operating the fronton. (Sec. 19)
• 3% of such bets shall be set aside and turned over as a special fund to the Games and Amusement Board to cover its expenses and other authorized purposes. (Sec. 19)
• 0.5% of such bets shall be set aside and made for the benefit of charitable institutions and/or welfare undertakings as the President may authorize. (Sec. 19)
• The balance or 85% of the total bet shall be distributed in the form of dividends among holders of win or place number or holders of the winning combination or grouping of members, as the case may be. (Sec. 19)

EXECUTIVE ORDER NO. 444 December 27, 1974
FURTHER AMENDING SECTION 19 OF EXECUTIVE ORDER NO. 135, DATED MAY 4, 1948, ENTITLED "REGULATING THE ESTABLISHMENT, MAINTENANCE AND OPERATION OF FRONTON AND BASQUE PELOTA GAMES (JAI-ALAI)"
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby further amend Section 19 of Executive Order No. 135, dated May 4, 1948, to read as follows:
"Sec. 19. Distribution of wager funds. The total wager funds or gross receipts from the sale of the betting tickets shall be apportioned as follows: a commission not exceeding eleven and one half per centum (11 1/2%) on the total bets on each game or event shall be set aside for the person or entity operating the fronton; three per centum (3%) of such bets shall be set aside and turned over as a special fund to the Games and Amusement Board to cover its expenses and such other purposes authorized; one half per centum (1/2%) of such bets shall be set aside and...
