- Reclassifies the Laguna Lake Development Authority (LLDA) as an industrial/area development group corporation, allowing it to modify its organization and create new positions and offices. (Sec. 1)
- Grants LLDA exclusive jurisdiction to issue permits for the use of surface water in the Laguna de Bay Region, which includes Rizal, Laguna, parts of Metro Manila, and certain towns in Batangas, Cavite, and Quezon provinces. (Sec. 2)
- Empowers LLDA to collect fees for the use of lake waters and tributaries for various purposes, including fisheries, recreation, municipal, industrial, agricultural, navigation, irrigation, and waste disposal. The fee rates and sharing with other agencies/local governments are subject to the President's approval, except for fishpen fees, which have a specific sharing scheme. (Sec. 3)
- Grants LLDA additional powers and functions, including:
- Issuing standards, rules, and regulations for sewage works and industrial waste disposal systems, and issuing permits for such systems. (Sec. 4a)
- Adopting procedures for hearings, plans, specifications, reports, and permit issuance. (Sec. 4b)
- Issuing orders or decisions to compel compliance with the Executive Order and its rules and regulations. (Sec. 4c)
- Issuing orders for the discontinuance of pollution. (Sec. 4d)
- Issuing, renewing, or denying permits for sewage works, industrial waste disposal systems, and discharges, with the authority to impose fees and charges. (Sec. 4e)
- Revoking, suspending, or modifying permits after due notice and hearing. (Sec. 4f)
- Deputizing or requesting assistance from other government agencies for enforcement purposes. (Sec. 4g)
- Authorizing representatives to enter properties for inspection and investigation related to pollution. (Sec. 4h)
- Exercising other necessary powers and functions to carry out its duties and responsibilities. (Sec. 4i)
- Specifies the composition of the LLDA Board of Directors, which includes representatives from various government agencies, local governments, and private investors. (Sec. 5)
- Establishes LLDA's authorized capital of Seven Hundred Million Pesos (P700,000,000), with specific subscription requirements for the national government, local governments, and private investors. The authorized capital may be increased upon recommendation of NEDA and shall come from fishpen fees. (Sec. 6)
- Repeals or modifies inconsistent laws, decrees, orders, proclamations, rules, regulations, and issuances. (Sec. 7)
- Includes a separability clause. (Sec. 8)
- Sets the immediate effectivity of the Executive Order. (Sec. 9)

FURTHER DEFINING CERTAIN FUNCTIONS AND POWERS OF THE LAGUNA LAKE DEVELOPMENT AUTHORITY
WHEREAS, the land and the waters of the Laguna Lake Region are limited natural resources requiring judicious management for their optimal utilization to insure renewability and to preserve the ecological balance;
WHEREAS, the increasing pressure of urban growth and development dictate the need for a more rational allocation of the limited land and lake resources of the region responsive to the demands of the various beneficial users thereof;
WHEREAS, the competing options for the use of such resources and conflicting jurisdictions over such uses are creating undue constraints on the institutional capabilities of LLDA in the light of the limited powers vested in it by its charter;
WHEREAS, for LLDA to effectively perform its role, a thorough corporate reorganization aimed at: regrouping its various units for better administrative control and direction; expansion of its field offices; strengthening of the linkages with other government and private institutions; broadening of its financial base and revenue generations; and, enlarging...
