EXECUTIVE ORDER NO. 773 January 5, 2009
FURTHER REORGANIZING THE PEACE AND ORDER COUNCIL
WHEREAS, Executive Order No. 729 reorganized the Peace and Order Council;
NOW, THEREFORE, I, GLORIA M. ARROYO, President of the Philippines, by virtue of the powers vested in me by the Constitution and the law, do hereby order and direct the following:
Sec. 1. Further Reorganization of the Peace and Order Council. - The Peace and Order Council is hereby further reorganized on the national, regional, provincial, provincial, city and municipal levels of government to be constituted as follows:
(a) The Chair of the National Peace and Order Council (NPOC) be the Secretary of Interior and Local Government (SILG). The members of the Council shall be composed of the following:
The Director-General of the National Security Council (NSC)
The Executive Secretary
The Secretary of Foreign Affairs
The Secretary of National Defense (SND)
The Secretary of Justice
The Secretary of Agriculture
The Secretary of Agrarian Reform

Reorganization of the Peace and Order Council
- National Peace and Order Council (NPOC)
• Chaired by the Secretary of Interior and Local Government (SILG). (Sec. 1a)
• Members include various Cabinet Secretaries, military and law enforcement heads, and 3 private sector representatives appointed by the President. (Sec. 1a)
- Regional Peace and Order Council (RPOC)
• Composed of provincial governors, mayors of highly urbanized cities, league of municipalities presidents, regional counterparts of NPOC member agencies. (Sec. 1b)
• Chairman and Vice-Chairman appointed by SILG with President's approval. (Sec. 1b)
• 3 private sector representatives appointed by RPOC Chairman. (Sec. 1b)
- Provincial Peace and Order Council (PPOC)
• Composed of provincial counterparts of NPOC member agencies. (Sec. 1c)
• Chaired by Provincial Governor, Vice-Chaired by Vice Governor. (Sec. 1c)
• 1 representative from Sangguniang Lalawigan chosen by its members. (Sec. 1c)
• 3 private sector representatives appointed by PPOC Chairman with approval of military and police commanders. (Sec. 1c)
- City/Municipal Peace and Order Council (CPOC/MPOC)
• Composed of city/municipal counterparts of NPOC member agencies. (Sec. 1d)
• Chaired by Mayor, Vice-Chaired by Vice Mayor. (Sec. 1d)
• 1 representative from Sangguniang Panlungsod/Bayan chosen by its members. (Sec. 1d)
• 3 private sector representatives appointed by CPOC/MPOC Chairman. (Sec. 1d)
- NPOC Responsibilities (Sec. 2)
• Contribute strategies to National Security Council on peace and order. (Sec. 2a)
• Coordinate and monitor peace and order plans. (Sec. 2b)
• Provide forum for dialogue on peace and order issues. (Sec. 2c)
• Perform other duties directed by the President. (Sec. 2d)
- Sub-National Councils' Duties and Functions (Sec. 3)
• Provide forum for dialogue on peace, order, and insurgency issues. (Sec. 3a)
• Recommend measures to improve peace, order, and public safety. (Sec. 3b)
• Recommend measures to converge civil, military, and police security efforts. (Sec. 3c)
• Apply moral suasion or recommend sanctions against local executives supporting rebels. (Sec. 3d)
• Monitor livelihood and infrastructure programs to isolate rural areas from rebels. (Sec. 3e)
• Perform other functions assigned by law, President, or NPOC. (Sec. 3f)
- NPOC Secretariat (Sec. 4)
• Headed by designated Deputy Director General of National Security Council. (Sec. 4)
• Handles administrative and technical activities of Peace and Order Councils. (Sec. 4)
• Coordinates and monitors internal security operations convergence. (Sec. 4)
• RPOC Secretariat headed by DILG Regional Director. (Sec. 4)
• PPOC/CPOC/MPOC Secretariats headed by senior DILG officer. (Sec. 4)
- Regional ISO Coordinating Center (Sec. 5)
• Created under each RPOC to coordinate internal security operations. (Sec. 5)
• Infantry Division Commander acts as Coordinating Officer. (Sec. 5)
• Presidential Assistant for the Region mobilizes civilian agencies. (Sec. 5)
- Kalayaan Barangay (Sec. 6)
• List drawn up by Department of Defense may be amended with approval of Unified Area Commander. (Sec. 6)
• To provide livelihood and infrastructure programs in remote rural and indigenous areas to isolate them from rebel influence. (Sec. 6)
- Repealing Clause (Sec. 7)
• Prior issuances inconsistent with this Order are superseded. (Sec. 7)
- Effectivity (Sec. 8)
• This Order takes effect immediately. (Sec. 8)
