REPUBLIC ACT NO. 11476

AN ACT INSTITUTIONALIZING GOOD MANNERS AND RIGHT CONDUCT AND VALUES EDUCATION IN THE K TO 12 CURRICULUM, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES

SECTION 1.Short Title. — This Act shall be known as the "GMRC and Values Education Act."

SECTION 2.Declaration of Policies. — The State recognizes the vital role of the youth in nation-building and promotes and protects their physical, moral, spiritual, intellectual and social well-being. The State also recognizes the fundamental role of all educational institutions in the inculcation of patriotism and nationalism, fostering of love of humanity, respect of human rights, appreciation of the role of modern-day and national heroes in the historical development of the country, teaching the rights and duties of citizenship, strengthening ethical and spiritual values, developing moral character and personal discipline, encouraging critical and creative thinking, broadening scientific and technological knowledge, and promoting vocational efficiency.

Summary of Republic Act No. 11476 (GMRC and Values Education Act)

Declaration of Policies (Section 2):
- Recognizes the vital role of youth in nation-building and promotes their well-being.
- Recognizes the role of educational institutions in inculcating patriotism, nationalism, human rights, citizenship, ethical and spiritual values, moral character, critical thinking, scientific knowledge, and vocational efficiency.
- The State shall inculcate patriotism, nationalism, and encourage youth involvement in public and civic affairs.
- The State shall prioritize education, science, technology, arts, culture, and sports to foster patriotism, nationalism, social progress, and human development.

Definitions (Section 3):
- Human Dignity: The unique and inherent value or worth of human persons, which is intrinsic, innate, inviolable, inalienable, and universal.
- Values Education: (1) The process of internalizing values, principles, and dispositions; (2) Pedagogies and methods for creating learning experiences related to values; (3) Learning about self and wisdom of life in a systematic and scientific way.
- Good Manners and Right Conduct (GMRC): Universally accepted basic social values, etiquette, and proper modes of behavior that convey respect to others.
- Character Building Activities: Actual and authentic learning activities wherein the character of learners is formed, shaped, and built up.

Institutionalization of GMRC and Values Education (Section 4):
- GMRC shall be taught as a separate subject from Grades 1 to 6, with the same time allotment as other core subjects, and integrated in kindergarten daily learning activities. (Section 4a)
- GMRC shall use clear, distinct, specific, and concrete character building activities, such as role playing, community immersion, collaborative learning, values formation activities, simulated activities, and experiential learning. (Section 4a)
- GMRC shall inculcate concepts of human dignity, self-respect, concern for others, respect for people, discipline, sincerity, honesty, obedience, and love for country. (Section 4a)
- Values Education shall be taught as a separate subject from Grades 7 to 10, with the same time allotment as other core subjects, and GMRC shall be integrated. (Section 4b)
- Values Education shall be integrated in the teaching of subjects in Grades 11 and 12. (Section 4c)

Coverage of Values Education (Section 5):
- Values Education shall be an integral and essential part of the K to 12 Basic Education Curriculum.
- It shall encompass universal human, ethical, and moral values.
- It shall inculcate respect for oneself, others, elders, intercultural diversity, gender equity, ecology, peace and justice, obedience to law, nationalism, global citizenship, patience, perseverance, industry, honesty, integrity, and good faith.

Teaching Qualification and Capacity Building (Section 6):
- Preference shall be given to teachers with diploma, certification, or training in Values Education or allied disciplines.
- DepEd shall carry out appropriate training for teachers and provide adequate and relevant instructional materials.

Whole School Approach (Section 7):
- A whole school approach shall be adopted to facilitate collaborative action by the school community and stakeholders.
- This approach shall foster parental involvement and develop home and school partnerships for an inclusive values education framework.

Annual Review and Assessment (Section 8):
- DepEd shall conduct an annual review of the institutionalization of GMRC and Values Education to ensure proper implementation and assess student learning outcomes.
- A report shall be submitted to the Committees on Basic Education of both houses of Congress within thirty (30) days from the termination of the review and assessment period.

Implementing Agency (Section 9):
- DepEd shall be the lead agency in implementing the provisions of this Act.

Appropriations (Section 10):
- The initial implementation shall be sourced from the current appropriations of DepEd.
- Thereafter, the necessary amount shall be included in the annual General Appropriations Act.

Implementing Rules and Regulations (Section 11):
- DepEd, in consultation with relevant stakeholders, shall issue the necessary rules and regulations within ninety (90) days after the effectivity of this Act.

Separability Clause (Section 12):
- If any part or provision of this Act is held invalid or unconstitutional, the other parts or provisions which are not affected shall remain in full force and effect.

Repealing Clause (Section 13):
- All laws, decrees, rules, executive orders, and other administrative issuances and parts thereof which are inconsistent with this Act are hereby repealed, superseded, or modified accordingly.

Effectivity (Section 14):
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
