- The Special Committee on Naturalization shall determine which individuals with pending applications for naturalization possess the required qualifications and do not suffer from disqualifications. (Section 1)
- Philippine citizenship is granted to individuals with pending naturalization applications who are determined by the Special Committee to meet the qualifications and have no disqualifications. (Section 2)
- Citizenship takes effect upon taking the oath of allegiance and receiving a certificate of naturalization from the Special Committee. (Section 2)
- If an applicant granted naturalization dies before taking the oath, their widow residing in the Philippines and found qualified by the Special Committee may take the oath, and their minor children shall follow the mother's Filipino citizenship. (Section 3)
- Alien wives and minor children of naturalized persons shall be deemed Philippine citizens if: (Section 4)
- The wife does not have any disqualifications for naturalization.
- The wife and minor children reside permanently in the Philippines at the time of the husband's naturalization.
- If the wife does not reside in the Philippines, she must come and reside in good faith within one year.
- If minor children do not reside in the Philippines, they must reside in good faith within one year and enroll in Philippine schools if of school age.
- Minor children of a naturalized woman may elect Philippine citizenship upon reaching the age of majority. (Section 5)
- The Special Committee may cancel certificates of naturalization in the following cases: (Section 6)
- False statements, misrepresentations, or violations of law in the naturalization petition.
- Establishing permanent residence in a foreign country within 5 years of naturalization.
- Using naturalization as a dummy to exercise rights requiring Philippine citizenship.
- Committing acts inimical to national security.
- Naturalized persons holding hereditary titles or belonging to orders of nobility must expressly renounce them before the Special Committee. (Section 7)
- The Special Committee shall promulgate rules and regulations for implementing this Decree. (Section 8)
- Penalties for fraudulently making, falsifying, or assisting in obtaining naturalization certificates in violation of this Decree include a fine of up to ₱5,000, imprisonment of up to 5 years, and cancellation of naturalization certificates. (Section 9)
- All laws, decrees, and instructions inconsistent with this Decree are repealed. (Section 10)
- This Decree takes effect immediately. (Section 11)

PRESIDENTIAL DECREE No. 1379
GRANTING CITIZENSHIP TO DESERVING ALIENS WHO HAVE APPLIED FOR NATURALIZATION AND FOR OTHER PURPOSES.
WHEREAS, pursuant to Letters of Instructions Nos. 260 and 491 applications for naturalization by decree were received by the Special Committee on Naturalization created under LOI 270 for processing and evaluation;
WHEREAS, while a substantial number of application thus filed have already been passed upon resulting in the naturalization of 16,399 alien applicants, there remain 22,4539 more applicants whose applications are still pending consideration;
WHEREAS, on the basis of its performance resulting in the approval of its recommendation with respect to alien applicants whose application for naturalization should be granted there is ground to entrust the approval of the remaining applications for naturalization to the Special Committee on Naturalization under the guidelines provided in LOI 270 and 491;
WHEREAS, it is necessary to grant naturalization to such alien applicants as may be found by the Special Committee on Naturalization to possess the qualifications and not suffering from any disqualifications to obviate...
