EXECUTIVE ORDER NO. 31Granting Compensation Adjustments to Government Personnel
- Increases the basic salary of government personnel by two (2) salary steps (approximately 10%), with the following exclusions:
• Government-owned and controlled corporations (Section 1.1)
• Agencies adopting the OP Pay Plan (Section 1.2, Annex 1)
• Critical or OCPC-exempt agencies with their own special pay plans (Section 1.3, Annex 2)
• Positions allocated to upgraded classes in recently reorganized agencies (Section 1.4)
• Positions given special salary increases under specific Executive Orders (Section 1.5)
• Career Executive Service Officers and equivalent and higher positions (Section 1.6)
- Provides an additional cost-of-living allowance (COLA) based on adjusted salary levels:
• P150 for salaries of P2,500 and below per month (Section 2.0)
• P50 for salaries of P2,501 to P3,000 per month (Section 2.0)
- Excludes the following from the additional COLA:
• Employees of government-owned and controlled corporations (Section 3.1)
• Employees already receiving cash emoluments other than standard pay and allowances (Section 3.2)
- Allows excluded agencies to adjust salaries and COLAs to match covered agencies, but not exceeding the maximum amounts authorized (Section 4.0)
- Provides an additional two-step increase (approximately 10%) in basic pay for national teachers and SUC faculty, resulting in a total of 4-step increase or approximately 20% in basic pay (Section 5.0)
- Adjusts salaries and COLAs of local teachers to match the level of national teachers (Section 6.0)
- Sources of funds:
• Salary lapses and personnel services savings (Section 7.1)
• Lump sum appropriation for salary increases (Section 7.2)
• Funds realigned from less-essential activities and low-priority programs (Section 7.3)
• Salary Adjustment Fund authorized in CY 1986 General Appropriations Act (Section 7.4)
- Funds for local teachers to be charged against internal revenue allotments and available local government funds (Section 8.0)
- Authorizes local government units to grant the same salary increase and COLA, subject to availability of funds and rules prescribed by the Joint Commission on Local Government Personnel Administration (Section 9.0)
- Directs the Ministry of Budget and Management to review, upgrade, and revise the compensation structure of Career Executive Service Officers and equivalent and higher positions (Section 10.0)
- Rules and regulations to be formulated and issued by the Ministry of Budget and Management (Section 11.0)
- Effective date: July 1, 1986 (Section 12.0)

EXECUTIVE ORDER NO. 31 July 1, 1986
GRANTING COMPENSATION ADJUSTMENTS TO GOVERNMENT PERSONNEL
WHEREAS, it is necessary that the salaries of government employees be adjusted to help them cope with the increasing cost of living;
WHEREAS, the economic plight of public school teachers should be given special attention particularly so when they are in the forefront of the educational trust of the government.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order and direct:
1.0 The increase in basic salary of government personnel by two (2) salary steps (approximately equivalent to ten percent), excluding:
1.1 government-owned and controlled corporations;
1.2 agencies adopting the OP Pay Plan (Annex 1);
1.3 critical or OCPC-exempt agencies which have their own special pay plans (Annex 2);
1.4 positions allocated to upgraded classes in the National Compensation and Position Classification Plans in recently reorganized agencies and whose staffing patterns have been approved only in 1985;
1.5 positions in government agencies given special salary increases under E.O....
