PRESIDENTIAL DECREE No. 1831

GRANTING PHILIPPINE CITIZENSHIP TO THE SPOUSES CHIA CHANG CHIEK, HEREINAFTER TO BE KNOWN AS MR. JOHN TAN SIA SENG, AND CHAN SIOE ING, HEREINAFTER TO BE KNOWN AS MRS. SANDRA TAN SIA SENG, TO THE SPOUSES MR. LEANDRO VASQUEZ AND MRS. ANDREA VASQUEZ, AND TO MR. EDUARDO J. SORIANO

WHEREAS, the spouses Chia Chang Chiek, hereinafter to be known as Mr. John Tan Sia Seng, and Chan Sioe Ing, hereinafter to be known as Mrs. Sandra Tan Sia Seng, are specialists in Chinese medicine and therapy and in Acupuncture, who have unselfishly devoted their time and skills to cure indigent Filipinos;

WHEREAS, the aforesaid spouses have decided to make this country their permanent home to which they shall own and pledge allegiance and loyalty;

WHEREAS, Mr. Leandro Vasquez, of Cuban ancestry and married to Andrea Vasquez, came to the Philippines in 1962 on a pre-arranged employment visa and was admitted as permanent resident in the Philippines on January 9, 1972;...
