GRANTING SUPPLEMENTAL PENSIONS TO THE SOCIAL SECURITY SYSTEM (SSS) TOTAL PERMANENT DISABILITY PENSIONERS
WHEREAS, the government recognizes that SSS regular pensions to its disabled pensioners are intended only to replace part of lost income and do not consider additional expenditures that arise after the onset of disability;
WHEREAS, under present economic conditions, SSS total permanent disability pensioners need additional financial assistance for regular medication and the acquisition of necessary aids and appliances such as crutches, artificial limbs and the like;
WHEREAS, certain pensioners who are physically unable to attend to their personal needs require carer's allowance;
WHEREAS, actuarial studies show that the expected investment earnings surplus of the SSS funds for 1990 can finance a supplemental benefit of P300 a month for SSS total permanent disability pensioners without requiring additional contributions from SSS members;

Supplemental Pension for SSS Total Permanent Disability Pensioners
- Effective May 1, 1990, SSS total permanent disability pensioners shall be entitled to a monthly supplemental pension of three hundred pesos (P300). (Sec. 1)
- The supplemental pension is intended to provide additional financial assistance for:
- Regular medication
- Acquisition of necessary aids and appliances such as crutches, artificial limbs, etc. (Whereas clause)
- Carer's allowance for pensioners physically unable to attend to their personal needs. (Whereas clause)
- The supplemental pension is funded by the expected investment earnings surplus of the SSS funds for 1990, without requiring additional contributions from SSS members. (Whereas clause)
