EXECUTIVE ORDER NO. 283 November 8, 1995
GRANTING THE APEC-NOC AUTHORITY FOR THE PROCUREMENT AND EXEMPTION FROM THE GOVERNING PROVISIONS OF PUBLIC BIDDING TO FAST-TRACK THE ACQUISITION OF NECESSARY SUPPLIES, EQUIPMENT AND SERVICES FOR THE 1996 ASIA-PACIFIC ECONOMIC COOPERATION MEETING
WHEREAS, the Philippines will host the 1996 Asia-Pacific Economic Cooperation annual meeting;
WHEREAS, the APEG-NOC Executive Committee and Secretariat have been organized and operationalized under Administrative Order No. 160;
WHEREAS, there is need to grant certain authorities and exemptions to fast-track the procurement of necessary supplies, as equipment and services for the preparation and actual undertaking of the APEC meeting;
NOW, THEREFORE, I, FIDEL V. RAMOS, resident of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order.
SECTION 1. The APEC-NOC Director General is hereby granted authority for procurement and the activation of a Procurement Committee with appropriate approving authority level of a Department Secretary.

Authority for Procurement and Exemption from Public Bidding for APEC-NOC
- The APEC-NOC Director General is granted authority for procurement and the activation of a Procurement Committee with appropriate approving authority level of a Department Secretary. (Section 1)
- To fast-track the acquisition of necessary supplies, equipment and services for the 1996 APEC meeting, the APEC-NOC Executive Committee is granted exemption from the governing rules on public bidding. (Section 2)
- The exemption from public bidding is subject to the relevant provisions of E.O. No. 301 entitled "Decentralizing Actions on Government Negotiated Contracts, Lease Contracts and Records Disposal." (Section 2)
- The Executive Order takes effect immediately. (Section 3)
