Summary of Presidential Decree No. 1605Granting the Metropolitan Manila Commission Powers Related to Traffic Management and Control
- The Metropolitan Manila Commission (MMC) is granted the power to impose fines and discipline drivers for traffic violations in Metro Manila. (Section 1)
• The powers of the Land Transportation Commission and Board of Transportation over traffic violations are transferred to the MMC.
• The MMC can suspend or revoke driver's licenses or certificates of public convenience for violations.
- Operators of stalled public utility or private vehicles on roads in Metro Manila shall pay a fine of P200 to the MMC through the city/municipal treasurer. (Section 2)
• Additional towing fees determined by the MMC shall be paid for towed vehicles.
• The MMC can prescribe penalties, surcharges, impounding procedures, and other related matters.
- Graduated fines for traffic violations within a 12-month period: (Section 3)
• P10 for the first offense
• P20 for the second offense
• P50 for the third offense
• 1-year license suspension for the fourth offense
• License revocation for the fifth offense
• The MMC can impose higher penalties for violations of its ordinances regulating road use.
• Payment of fines does not relieve civil or criminal liability for death, injury, or property damage.
- Traffic violation fines shall be paid to the city/municipal treasurer or Philippine National Bank/Veterans Bank branches, which shall transfer the collections to the MMC for traffic management activities. (Section 4)
- Erring drivers shall be issued a citation ticket stating the violation, fine amount, and payment advice within 7 days. (Section 5)
• Non-payment will lead to endorsement to the fiscal for court proceedings.
• Driver's license renewal shall be denied if fines are unpaid.
- The PC METROCOM, Metropolitan Police Force, and Constabulary Highway Patrol Group shall assist the MMC in enforcement. (Section 6)
- The MMC shall promulgate necessary rules and regulations for implementation. (Section 7)
- Inconsistent laws, decrees, orders, ordinances, rules, and regulations in Metro Manila are repealed or modified accordingly. (Section 8)
- The Decree takes effect immediately. (Section 9)

GRANTING THE METROPOLITAN MANILA COMMISSION CERTAIN POWERS RELATED TO TRAFFIC MANAGEMENT AND CONTROL IN METROPOLITAN MANILA, PROVIDING PENALTIES, AND FOR OTHER PURPOSES
WHEREAS, under Presidential Decree No. 824, as amended by Presidential Decree No. 1274, the Metropolitan Manila Commission was created, among others, to act as contract government to establish and administer programs and provide services common to the area, and to establish and operate a transport and traffic center which shall direct traffic activities;
WHEREAS, traffic congestion in Metropolitan Manila has reached alarming and critical proportions and the institution of highly efficient traffic management system particularly relating to traffic violations has become imperative to remove or at least minimize the difficulties, discomfort and inconvenience of the residents and sojourners therein;
WHEREAS, it is now high time that the Metropolitan Manila Commission be afforded greater authority and support in carrying out its said responsibility by rationalizing the use of roads, streets and thoroughfares in Metropolitan Manila and penalizing traffic violators to ease...
