GRANTING TO DR. CHARLIES BAILEY, DR. DONALD EFFLER, DR. DELTON COOLEY, DR. CHRISTIAN BARNARD AND DR. MARTINES BORDIU THE RIGHT TO EXERCISE CERTAIN PRIVILEGES APPERTAINING TO PHILIPPINE CITIZENS
WHEREAS, the above-named physicians and heart specialists have achieved special renown throughout the world for their distinguished work in the field of heart surgery, pioneering in this once forbidding area of medicines and contributing a vast store of knowledge to its advancement, to the lasting service of humankind;
WHEREAS, they were invited as special guests at the inauguration of the Philippine Heart Center for Asia on February 14, 1975, and while in the Philippines for the occasion were properly honored by the Philippine Government, which awarded each of them the Golden Heart Award.
WHEREAS, they in turn honored the Filipino people not only by accepting said invitation to the inauguration of the Philippine Heart Center for Asia but also by staying on long enough to deliver individual lectures and lead in discussions...

Granting Privileges to Renowned Heart Surgeons
- Grants the following physicians and heart specialists the right to exercise certain privileges appertaining to Philippine citizens:
• Dr. Charlies Bailey
• Dr. Donald Effler
• Dr. Delton Cooley
• Dr. Christian Barnard
• Dr. Martines Bordiu
- The privileges granted include:
• The practice of their profession in the Philippines. (Section 1)
• The exercise of privileges related to or necessary for the practice of their profession, both in and outside of the Philippines. (Section 1)
- The decree recognizes the following achievements and contributions of the named physicians:
• They have achieved special renown throughout the world for their distinguished work in the field of heart surgery. (Whereas Clause 1)
• They pioneered in the once forbidding area of heart surgery and contributed a vast store of knowledge to its advancement, to the lasting service of humankind. (Whereas Clause 1)
• They were invited as special guests at the inauguration of the Philippine Heart Center for Asia on February 14, 1975, and were honored by the Philippine Government with the Golden Heart Award. (Whereas Clauses 2 and 3)
• They delivered individual lectures and led discussions at a special seminar following the inauguration of the Heart Center, enriching the knowledge of Filipino doctors in the field of heart surgery and heart care. (Whereas Clause 4)
• Their contributions manifest their deep sense of humanism and their commitment to serve humanity irrespective of race, color, religion, or political or social creed, which aligns with Filipino values. (Whereas Clause 5)
- The decree takes effect immediately upon its issuance on February 20, 1975. (Section 2)
