EXECUTIVE ORDER NO. 310 November 12, 1987
GRANTING YEAR-END BONUS AND CASH GIFT TO NATIONAL GOVERNMENT OFFICIALS AND EMPLOYEES
WHEREAS, the State recognizes the dedication of government officials and employees to public services;
WHEREAS, it has been the policy of the government to grant a year-end reward and incentive to national government employees in the form of Christmas bonus and cash gift of P1,000 for each government employee;
WHEREAS, we should continue with the policy and provide the national government employees the same benefits extended last year to boost their morale and efficiency; and
WHEREAS, the necessary appropriation for the purpose is already authorized under Executive Order No. 87, the General Appropriations Act for 1987;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippine, by virtue of the power vested in me by law, do hereby direct:

Summary of Executive Order No. 310
Year-End Bonus and Cash Gift for National Government Officials and Employees
- All national government officials and employees, regardless of employment status (regular, temporary, casual, or contractual), who have rendered at least four months of service as of October 31, 1987, shall receive: (Sec. 1)
• A year-end bonus equivalent to one month's basic salary.
• An additional cash gift of P1,000.
- Local government units may provide the same benefits to their officials and employees, subject to the availability of local funds. (Sec. 3)
- Government-owned and/or controlled corporations may extend the same benefits to their respective officials and employees, chargeable against their respective corporate funds. (Sec. 4)
• For corporations not receiving subsidies from the national government, they may grant year-end benefits consistent with those given for the year ended December 1986, as approved by the President after review and recommendation by the Department of Budget and Management.
- Officials and employees already receiving Christmas or year-end bonuses or their equivalent shall only receive the amount necessary to bring their bonuses equal to the amounts provided in Sections 1 and 2. (Sec. 5)
- Officials and employees already receiving Christmas or year-end bonuses or their equivalent, equal to or more than the amounts provided in Sections 1 and 2, shall not be entitled to the additional amounts granted under this Order. (Sec. 6)
- Funds needed to implement the year-end bonus and cash gift for national government employees shall be charged against the Government Employees Amelioration Fund authorized under Executive Order No. 87, the General Appropriations Act for CY 1987. Any deficiency shall be charged against the personal services savings of the National Government. (Sec. 7)
- The Department of Budget and Management shall issue the implementing circular to carry out this Executive Order. (Sec. 8)
- This Executive Order shall take effect immediately. (Sec. 9)
