IMPLEMENTATION OF THE PROVISIONS OF THE FY 2015 GENERAL APPROPRIATIONS ACT (GAA) ON THE GRANT OF THE FY 2015 PRODUCTIVITY ENHANCEMENT INCENTIVE (PEI) TO GOVERNMENT EMPLOYEES
WHEREAS, Item (4)(a)(iv) of the Senate and House of Representatives Joint Resolution (JR) No. 4 (s. 2009) includes Incentives as a component of the Total Compensation Framework for government personnel. Item (4)(h)(ii) thereof also provides for the grant of Incentives as rewards for exceeding agency financial and operational performance targets, and to motivate employee efforts toward higher productivity;
WHEREAS, Section 1(a) of Executive Order No. 80 (s. 2012) stipulates the grant of the Productivity Enhancement Incentive (PEI) as a component of the Performance-Based Incentive System, at P 5,000 across the board; and

Grant of FY 2015 Productivity Enhancement Incentive (PEI) to Government Employees
- One-Time Grant of FY 2015 PEI Equivalent to One Month Basic Salary (Section 1)
• Authorized for agencies meeting conditions to grant qualified personnel:
-- National Government Agencies (NGAs) including State Universities and Colleges (SUCs)
-- Congress, Judiciary, Civil Service Commission (CSC), Commission on Audit (COA), Commission on Election (COMELEC), and Office of the Ombudsman (OMB) (subject to Section 8)
-- Government-Owned or Controlled Corporations (GOCCs), including Local Water Districts (LWDs) and Government Financial Institutions (GFIs)
-- Local Government Units (LGUs)
- Personnel Covered (Section 2)
• Civilian personnel occupying regular, contractual, or casual positions, whether appointive or elective, on full-time or part-time basis, with employer-employee relationship and charged against Personnel Services appropriations
• Military personnel of the Armed Forces of the Philippines, Department of National Defense
• Uniformed personnel of the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology under the Department of the Interior and Local Government (DILG), Philippine Coast Guard, and National Mapping and Resource Information Authority
- Exclusions (Section 3)
• Consultants and experts hired for specific activities or services with expected outputs
• Laborers hired through job contracts (pakyaw) and paid on piecework basis
• Student laborers and apprentices
• Individuals and groups engaged through job orders, contracts of services, or similarly situated
- Conditions for Agencies to Grant One Month Basic Salary PEI (Section 4)
• For NGAs including SUCs, and GOCCs not covered by GOCC Governance Act of 2011:
-- Achievement of at least 90% of FY 2014 targets under at least two performance indicators for at least one Major Final Output (MFO) under "Operations" (Section 4a.1)
-- Compliance with posting of Transparency Seal (Section 4a.2)
-- Compliance with posting or publication of Citizen's Charter or equivalent (Section 4a.3)
• For GOCCs covered under GOCC Governance Act of 2011:
-- Achievement of at least 90% of FY 2014 targets under at least two performance indicators for at least one MFO under "Operations" or targets under Performance Scorecard (Section 4b.1)
-- Compliance with posting of Transparency Seal (Section 4b.2)
-- Compliance with posting or publication of Citizen's Charter or equivalent (Section 4b.3)
• For Local Water Districts (LWDs):
-- Positive net balance in average net income for 12 months prior to May 31, 2015 (Section 4c.1)
• For Local Government Units (LGUs):
-- Compliance with Good Financial Housekeeping requirements under FY 2014 Seal of Good Local Governance (Section 4d.1)

• Compulsory retiree on service extension as of May 31, 2015 may be granted PEI (Section 7d)
• Personnel charged with administrative/criminal charges and meted penalty in FY 2015 not entitled to PEI (Section 7e)
- Applicability to Offices with Fiscal Autonomy (Section 8)
• Senate President, Speaker of the House, Chief Justice, Ombudsman, heads of CSC, COA, and COMELEC may grant personnel FY 2015 PEI up to one month basic salary
- Funding Sources (Section 9)
• Executive branch and SUCs: DBM to release from Miscellaneous Personnel Benefits Fund (MPBF) under FY 2015 General Appropriations Act (GAA)
• Congress, Judiciary, CSC, COA, COMELEC, OMB: DBM to release from MPBF under FY 2015 GAA, subject to adopted guidelines
• GOCCs, GFIs, LWDs: From respective approved corporate operating budgets for FY 2015
• LGUs: From LGU funds, subject to Personnel Services limitation

• Payment of FY 2015 PEI shall be made not earlier than June 1, 2015
