Declaration of Policy (Section 1):
- Creates the Ilocos Norte Development Program under the Office of the President.
- The Program shall implement the comprehensive provincial development plan.
- It shall oversee and coordinate all government programs and projects in the Province.
- It shall undertake detailed project preparation and development for financing.

Creation of the Program Office (Section 2):
- Creates a Program Office with the following powers and functions:
    - Oversee and coordinate the entire development program. (Section 2a)
    - Conduct detailed project preparation and investment studies. (Section 2b)
    - Review plans, budgets, and work-programs of national agencies. (Section 2c)
    - Review and endorse budget release requests of implementing agencies. (Section 2d)
    - Receive grants and donations of funds, equipment, materials, and services. (Section 2e)
    - Negotiate with local and foreign financing institutions, subject to Presidential approval. (Section 2f)
    - Enlist support from government agencies and private sector. (Section 2g)
    - Avail expertise of government agencies or private individuals/firms. (Section 2h)
    - Create inter-agency sectoral committees or task forces. (Section 2i)
    - Draw up administrative and management mechanisms. (Section 2j)
    - Undertake other related functions for effective implementation. (Section 2k)

The Policy Coordinating Council (Section 3):
- Provides overall policy guidance and facilitates inter-agency complementation.
- Chaired by the Governor of Ilocos Norte.
- Members include representatives from various government agencies.

The Program Management Office (Section 4):
- Undertakes implementation, management, and supervision of day-to-day operations.
- Headed by an Executive Director and a Managing Director appointed by the President.
- Functions include:
    - Execute policies, guidelines, and decisions of the Policy Coordinating Council. (Section 4a)
    - Coordinate activities of concerned agencies. (Section 4b)
    - Direct and supervise preparation of investment studies and projects. (Section 4c)
    - Consolidate and recommend budgetary requests for approval. (Section 4d)
    - Submit periodic work accomplishment and financial reports. (Section 4e)
    - Perform other functions assigned by the Chairman. (Section 4f)

Creation of Committees (Section 5):
- The Chairman is authorized to create inter-agency committees and advisory bodies.

Assistance from Government Agencies (Section 6):
- The Office is authorized to call upon any government agency or private sector for assistance.

Contracts for Consultancy, Engineering and Related Services (Section 7):
- The Program may enter into contracts for consultancy, engineering and related services, subject to Presidential approval.

Appointment, Promotion and Detail of Personnel (Section 8):
- The Program Office and its officers and employees are not covered by Civil Service Law.
- Officers and employees shall be appointed, promoted and compensated pursuant to merit system adopted by the Policy Council.
- The Program may call on services of technical experts and professionals from any branch of the government.

Appropriation (Section 9):
- SEVEN MILLION PESOS (P7,000,000.00) is authorized to be released from the Special Activities Fund and the Project Feasibility Fund for operations in Fiscal Year 1984.
- Sufficient funds shall be appropriated in the annual General Appropriation Act thereafter.

Repealing Clause (Section 10):
- All orders, instructions and circulars contrary to or inconsistent with this Order are revoked or modified.

Effectivity (Section 11):
- This Order shall take effect immediately.

EXECUTIVE ORDER NO. 941 March 9, 1984 IMPLEMENTING THE ILOCOS NORTE DEVELOPMENT PROGRAM, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES WHEREAS, it is the established policy of the Government to promote economic growth, social justice, and equitable distribution of income within regions and provinces of the country. WHEREAS, under a Tripartite Agreement entered into by and between the Office the Governor, Province of Ilocos Norte; the National Economic and Development Authority; and the Ministry of Public Works and Highways, a development planning project, of Ilocos Norte was started and has completed a Comprehensive Framework Plan for the Province; WHEREAS, the Plan has identified the critical development needs and requirements as well as the concrete sets of project packages and programs to be systematically developed and implemented to update the quality of life of the people in the area. WHEREAS, in order to satisfy the requirements of both local and foreign financing, it is necessary to prepare detailed investments studies and engineering designs of projects eligible for fundings; WHEREAS, in order to realize the provincial development...
