- Directly coordinate activities of implementing departments and agencies. (Section 7a)
- Monitor and evaluate progress and effects of project execution. (Section 7b)
- Submit periodic financial and work accomplishment reports. (Section 7c)
- Approve and consolidate budget release requests, forward to Budget Commission. (Section 7d)
- Maintain records of equipment and services procured, consolidate project accounts. (Section 7e)
- Submit audited project accounts to International Bank for Reconstruction and Development within 4 months after fiscal year end. (Section 7f)
- Ensure compliance with loan agreement conditions. (Section 7g)
- Manage personnel of technical and management staff. (Section 7h)
- Adopt administrative rules and procedures. (Section 7i)
- Call upon government agencies for assistance. (Section 7j)

Project Advisory Committee (Section 8):

Mindoro Provincial Project Offices (Section 9):
- Created for each Mindoro province to coordinate implementation at provincial level.

Agricultural Development Coordinating Council (Section 10):

Roles, Functions, and Responsibilities of Implementing Departments and Agencies (Section 11):
- Responsible for implementation of assigned projects.

- Department of Public Highways to procure commodity and service requirements for its projects.
- National Irrigation Administration to procure for other projects.
Observance of Loan Agreement Terms and Conditions (Section 12):
- All concerned departments, agencies, and provincial governments must strictly observe loan agreement terms.
Staff Appointment (Section 13):
- Appointments may be full-time or part-time, exempt from Civil Service laws and regulations.
- Government retirees employed shall not refund gratuity or have pension reduced.
- Personnel shall be permanent and career, entitled to benefits and privileges.
Fund Releases (Section 14):
- International Bank for Reconstruction and Development Loan Fund and Philippine Government Counterpart Fund releases made by Budget Commission per existing laws.
Expenditures and Disbursements (Section 15):
- Not subject to procurement requirements and restrictions on government agencies.

Exemption from Taxes (Section 16):
- Donations, contributions, requests, subsidies, or financial aid to the Project are tax-exempt and deductible for income tax purposes.
- Project assets and commodity requirements are exempt from taxes, duties, fees, charges, imposts, licenses, and assessments.
Auditing System (Section 17):
- Commission on Audit to assign auditor(s) per existing laws.
- Auditor(s) to submit consolidated project financial report within 3 months after fiscal year end to Project Director for transmittal to International Bank for Reconstruction and Development.
Accountability for Project Commodity Requirements (Section 18):
- Vehicles, equipment, and machineries procured with Project funds shall be under accountability of Mindoro provincial governments.
- To be used solely for Project implementation and disposed of per loan agreement terms.
Loan Authorization and Appropriations (Section 19):
- $25,000,000 loan from International Bank for Reconstruction and Development to partially finance the Project.
- Philippine Government counterpart fund for each component to be made available through budgetary systems.
- Implementing departments and agencies to keep separate accounts for their projects.
- P1,500,000 allocated from Special Activities Fund to initially fund Mindoro Office operations.

PRESIDENTIAL DECREE No. 805 October 2, 1975
IMPLEMENTING THE MINDORO INTEGRATED RURAL DEVELOPMENT PROGRAM AND PROVIDING FUNDS THEREFORE
WHEREAS, it is a policy of the Government to promote the integrated development of agriculture, natural resources, infrastructure and social services in underdeveloped regions to solidify the economic and social structure of our society;
WHEREAS, Letter of Instructions No. 99 was issued creating a Cabinet Coordinating Committee for the purpose of coordinating all integrated rural development project;
WHEREAS, an integrated rural development project has been adopted for the Mindoro Island;
WHEREAS, the Philippine Government has signed a loan agreement with the International Bank for Reconstruction and Development to finance the Mindoro Project;
WHEREAS, there is an imperative need to create the organism that will implement the Mindoro Integrated Rural Development Project;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, in order to insure the success of this program, do hereby order and decree the following:
