IMPLEMENTING THE REGIONAL CITIES DEVELOPMENT PROJECT, CREATING FOR THIS PURPOSE THE REGIONAL CITIES DEVELOPMENT PROJECT OFFICE AND PROVIDING FUNDS THEREFOR
WHEREAS, it is the established policy of the government to promote regional development to achieve economic growth, social justice and equitable distribution of income within and among regions;
WHEREAS, intermediate and smaller cities and their needs for infrastructure and industry have, in the past, been neglected as a focus of national policy and there are striking disparities in the provision of economic and social infrastructure in different urban areas;
WHEREAS, the role of the principal regional cities is easily discernible and removing bottlenecks to economic development in these cities will significantly help stimulate growth in each sub-region affected and will induce development of a regional urban hierarchy;
WHEREAS, there is presently being undertaken the identification of initial priority areas and preparation of plans for such areas for inclusion in the proposed Regional Cities Development Project, with technical assistance being provided by the...

Summary of Executive Order No. 605
Implementing the Regional Cities Development Project, Creating the Regional Cities Development Project Office and Providing Funds
- Establishes the Regional Cities Development Project (the Project) as a national government project with the following objectives (Section 1):
• Identify and prepare investment programs in basic infrastructure of selected regional cities to remove bottlenecks to economic development and employment potential. (Section 1a)
• Improve urban management in areas of planning, budgeting and finance, maintenance of public investments, and delivery of essential services. (Section 1b)
• Provide basic sanitation and shelter particularly to low-income groups. (Section 1c)
- Creates the Regional Cities Development Project Office (the Project Office) attached to the National Economic and Development Authority (NEDA) and under the supervision of the Project Steering Committee. (Section 2)
• The Project Office shall identify the cities to be covered under the Project and prepare corresponding development strategies. (Section 2)
• The Project Office shall have its principal office in Manila but may establish field offices in every Project city. (Section 2)
- Establishes the Project Steering Committee attached to NEDA as the policy-making and governing body of the Project, composed of senior officials from NEDA (as Chairman), Ministry of Human Settlements, Ministry of Public Works, Ministry of Local Government and Community Development, and Ministry of Industry. (Section 3)
• The Project Steering Committee shall deliberate and agree on policies regarding designs, planning guidelines, standards, budgeting and programming of funds, priorities, scale and magnitude of estimated project investments, areas/sites of investments, etc. (Section 3)
- The Project Office shall be headed by a Project Director appointed by NEDA and reporting directly to the Project Steering Committee. (Section 4)
• The Project Director shall develop/formulate projects for the regional cities, propose/consolidate city program budgets, serve as liaison officer between cities/projects and national agencies, assist in selection of consultancy services, recommend appointment of City Project Managers, and serve as administrative/management officer for the project. (Section 4)
- The Project Director may engage contractual personnel or consultants subject to approval of the Project Steering Committee. (Section 5)
- The Project Office is authorized to call upon any ministry, government-owned and -controlled corporation, or government instrumentality for assistance. The Project Steering Committee shall take steps to obtain private sector cooperation. (Section 6)
- The Project Director may call on services of technical experts and professionals from all branches of government, and the Project Steering Committee is authorized to reimburse detailed personnel for expenses incurred. (Section 7)
- An operating fund of TWO MILLION PESOS (P2,000,000.00) is appropriated from the Foreign-Assisted Projects Support Fund or other funds of the National Treasury. For succeeding fiscal years, budgetary requirements shall be provided in the General Appropriations Act. (Section 8)
