- Pension rates of retired military personnel were not increased despite increases in base pay for active duty personnel through various issuances from 1972 to 1981. (Preamble)
- Pension rates need to be updated to enable retirees to meet rising cost of living. (Preamble)
Provisions:
- Pension received by retired commissioned officers, enlisted personnel, or their surviving heirs/beneficiaries on or before April 30, 1979, as determined under R.A. No. 340 (as amended), shall be increased according to the following schedule: (Section 1)
- Group I (retirees up to September 30, 1972 whose pension was based on R.A. No. 6104 salary rates): 16% increase (Section 1)
- Group II (retirees from October 1, 1972 to June 30, 1974 whose pension was based on R.A. No. 6104 and G.O. No. 11 salary rates): 11% increase (Section 1)
- Group III (retirees from July 1, 1974 to December 31, 1975 whose pension was based on B.C. No. 240 salary rates): 6% increase (Section 1)
- Group IV (retirees from January 1, 1976 to April 30, 1979 whose pension was based on P.D. No. 854 salary rates): 5% increase (Section 1)
- Funds for implementation shall be taken from appropriations for pension benefits and gratuity of AFP provided in Batas Pambansa Blg. 80, and from AFP savings. (Section 2)
- Minister of National Defense shall formulate and issue rules and regulations to carry out the Order, in coordination with Ministry of Budget. (Section 3)
- Order takes effect on September 1, 1981. (Section 4)

INCREASE THE RETIREMENT PENSION OF OFFICERS AND ENLISTED PERSONNEL RETIRED OR SEPARATED PRIOR TO MAY 1, 1979 OR THEIR SURVIVING HEIRS
WHEREAS, General Order No. 11 dated September 20, 1972; Budget Circular No. 240 dated July 1, 1974; and Presidential Decree No. 854 dated December 22, 1975 at different periods increased the Base Pay of military personnel on active duty with the Armed Forces of the Philippines without increasing the pension rates of the military personnel retired or separated prior to July 1, 1981;
WHEREAS, P.D. No. 1065, increasing the pension rates of military personnel of the Armed Forces of the Philippines retired or separated prior to January 1, 1976, allowed only an amount equivalent of fifty percentum of the difference between the pension rate for each grade based on the base pay prescribed in Presidential Decree No. 845, and in General Order No. 11 including the increased based on Budget Circular No. 240;
