Summary of Executive Order No. 983

Increase in Subsistence Allowance for Prisoners and Detainees
- The daily subsistence allowance for prisoners and detainees under the custody of the Philippine Constabulary/Integrated National Police is increased from Six Pesos (P6.00) to Eight Pesos and Fifty Centavos (P8.50). (Section 1)
- This increase is to keep up with rising food and commodity prices, and to make the allowance equal to that of the National Penitentiary. (Whereas clauses)

Funding Source
- Funds needed for implementation in 1984 shall be drawn from salary savings of the Integrated National Police Appropriation for CY 1984, and any deficiency shall come from the budgetary reserves of CY 1984 General Appropriation Act. (Section 2)
- Funds needed for succeeding years shall be incorporated in the annual appropriations of the Integrated National Police. (Section 2)

Implementation Rules and Regulations
- The Ministry of National Defense shall issue the rules and regulations needed to implement this order. (Section 3)

Effective Date
- This Executive Order shall take effect on September 16, 1984. (Section 4)

EXECUTIVE ORDER NO. 983 September 16, 1984 INCREASING THE SUBSISTENCE ALLOWANCE OF PRISONERS AND DETAINEES UNDER THE CUSTODY OF THE PHILIPPINE CONSTABULARY/INTEGRATED NATIONAL POLICE WHEREAS, the present subsistence allowance of prisoners and detainees under the custody of the Philippine Constabulary/Integrated National Police is Six Pesos (P6.00) a day; WHEREAS, the daily subsistence allowance of prisoners and detainees at the National Penitentiary under the Bureau of Prison has already been increased to Eight Pesos and Fifty Centavos (P8.50); WHEREAS, there is a need to adjust the daily subsistence allowance of prisoners and detainees under the custody of the PC/INP to keep abreast with the increasing price level of foodstuff and other prime commodities, and to make it at par with that of the National Penitentiary; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct; 1.
