Instituting a National Resources Expert System within the Ministry of Human Settlements
- Establishes a National Resource Expert System within the Ministry of Human Settlements to undertake the integrative and coordinative delivery of basic need sectoral development programs. (Section 1)
- The basic needs covered include food, water, clothing, shelter, power, livelihood, medical services, education, culture and technology, mobility, sports and recreation, and ecological balance. (Section 2)
- The System shall adopt the strategy of bringing basic services directly to communities through mobile service delivery terminals and Development Caravans. (Section 3)

Implementation of the National Resource Expert System
- The Ministry of Human Settlements shall:
    - Designate National Resource Experts from pertinent sectoral agency offices for each basic need. (Section 4a)
    - Determine the sectoral programs and activities to be coordinated by the System. (Section 4b)
    - Design the modes and instruments for service delivery by the System. (Section 4c)
    - Direct the integrated delivery of services and report to the President. (Section 4d)
- The Maharlika Center in the Office of the President shall be installed and activated as the information center of the System, operating within a communications and information-processing network. (Section 5)
- Participating agencies shall indicate in their budget appropriations the programs, projects, and activities involved in their participation, and submit any incremental budgetary support required to the Ministry of the Budget. (Section 6)
