- Transfers line functions of these offices to regional offices (Article IV, Section 1)
- Abolishes the Institute of Occupational Health and Safety (Article IV, Section 2)
- Authorizes the Minister to administer the Special Project Fund (Article IV, Section 3)
- Abolishes the Labor Standards Commission and transfers functions to the Bureau of Labor Standards (Article V, Section 1)
- Abolishes Regional Employment Offices and Regional Manning Offices, transferring functions to regional offices (Article VI, Section 1)
- Authorizes the Bureau of Employment Services to supervise employment services in regional offices (Article VI, Section 2)
- Authorizes the Minister to create district offices under regional offices, subject to Presidential approval (Article VII)
- Abolishes Arbitration Branches, Field Services Divisions, and Labor Relations Divisions in regional offices (Article VIII, Section 1)
- Authorizes reorganization of units performing licensing, recruitment, placement, and adjudication in the Bureau of Employment Services, Overseas Employment Development Board, National Seamen Board, and Institute of Labor and Manpower Studies (Article VIII, Section 1)
- Retires labor attaches aged 60 or above with at least 15 years of service, with full benefits, three months after the order's effectivity (Article IX, Section 1)
- Authorizes the Minister to issue implementing orders, subject to concurrence from the Ministry of the Budget and Presidential Commission on Reorganization (Article X, Section 1)
- Allows bureaus and offices to continue functioning under existing laws pending implementation (Article X, Section 2)
- Allows the Minister to temporarily authorize bureaus or offices to assume functions of the regional office in the National Capital Region, subject to concurrence from the Ministry of the Budget and Presidential Commission on Reorganization (Article X, Section 3)
- Requires the Ministry of the Budget to provide adequate funds for the reorganization (Article XI, Section 1)
- Declares the order effective immediately (Article XII, Section 1)

EXECUTIVE ORDER NO. 591 May 1, 1980
INSTITUTING CERTAIN CRITICAL CHANGES IN THE ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF LABOR
WHEREAS, five years after the Labor Code introduced institutional innovations in the Ministry of Labor, it has now become necessary to examine its present structure as a result of new and urgent demands upon its services;
WHEREAS, in the light of objective appraisal, there is need to institute certain structural-functional changes in the Ministry of Labor to enable it to respond to its increasingly complex role in the management of social conflict, including the promotion of industrial peace, dispensation of speedy labor justice, and the provisions of just and humane labor standards as well as meaningful and gainful employment opportunities, both locally and overseas; and
WHEREAS, under Presidential Decree No. 1416, the President is empowered to undertake such organizational and related improvements as may be appropriate in the light of changing circumstances and new developments.
