Case Overview and Summary
This Executive Order institutionalizes the Integrity Management Program (IMP) as the national corruption prevention program in all government departments, bureaus, offices, agencies, including government-owned and -controlled corporations, government financial institutions, state universities and colleges, and local government units through the establishment of Integrity Management Systems (IMS).Objectives of the IMP (Section 1):
- Reduce level of corruption vulnerabilities at the department/agency level
- Ensure integrity is practiced in public sector
- Improve public's trust and confidence in government
Program Management Committee (PMC) (Section 2):
- Oversee and provide overall direction to the IMP
- Undertake policy making for effective IMP implementation
- Provide secretariat support and technical assistance to departments/agencies
- Ensure capacity-building interventions for IMP implementation
- Establish rewards and incentive scheme for IMP compliance
- Engage stakeholders and build constituency for IMP support
- Ensure resource allocation for the program
- Coordinate with relevant anti-corruption bodies and mechanisms
Composition of PMC (Section 3):
- 3 representatives from Office of the Deputy Executive Secretary for Legal Affairs (OP-ODESLA)
- 3 representatives from the Ombudsman
- Chaired and co-chaired by OP-ODESLA and Ombudsman
- Provision for institutional linkages with other relevant agencies
- Inclusion of representatives from civil society organizations, private sector, academe, etc.
Implementation and Prioritization (Section 4):
- PMC to assess and identify departments/agencies for initial IMP coverage
- Selected departments/agencies to implement IMP through Integrity Management Committees (IMCs) and establish Integrity Management System (IMS)
Integrity Management Committee (IMC) (Section 5):
- Created in each department/agency to oversee and ensure effective IMP implementation
- Facilitate integrity management planning and seek commitment across the organization
- Monitor and review accomplishment of commitments in the Integrity Management Plan
- Report to PMC on status of integrity management initiatives
- Establish feedback mechanism on IMP implementation
- Act as custodian of information/database on IMP implementation
Composition of IMC (Section 6):
- Chair: Head of Department/Agency
- Vice-Chairperson: Not lower than Assistant Secretary or third ranking official
- Heads of key management offices (Human Resource, Finance, Procurement)
- Head of Internal Audit
- Representative of rank-and-file employees
- Representative of relevant civil society organization(s)
Operational Guidelines (Section 7):
- Office of the President to issue Operational Guidelines upon PMC's recommendation
- All government agencies enjoined to render full support and cooperation
Funding (Section 8):
- Departments/Agencies mandated to allocate sufficient funds for IMP implementation and IMS establishment
- Funding to be charged against current MOOE budget, then incorporated in regular appropriations
Repealing Clause (Section 10):
- Repeals all presidential issuances on Integrity Development Action Plan (IDAP) and Moral Renewal Action Plan (MRAP) and other inconsistent orders
Effectivity (Section 11):
- Executive Order takes effect immediately upon publication in a newspaper of general circulation

INSTITUTIONALIZING THE INTEGRITY MANAGEMENT PROGRAM (IMP) AS THE NATIONAL CORRUPTION PREVENTION PROGRAM IN ALL GOVERNMENT DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, INCLUDING GOVERNMENT-OWNED AND -CONTROLLED CORPORATIONS, GOVERNMENT FINANCIAL INSTITUTIONS, STATE UNIVERSITIES AND COLLEGES, AND LOCAL GOVERNMENT UNITS THROUGH THE ESTABLISHMENT OF INTEGRITY MANAGEMENT SYSTEMS (IMS)
WHEREAS, Section 27, Article II, 1987 Constitution, provides that it is the policy of the State to maintain honesty and integrity in the public service and to undertake positive and effective measures against graft and corruption;
WHEREAS, Section 2, of Republic Act No. 6713, otherwise known as the "Code of Conduct and Ethical Standards for Public Officials and Employees," declares that it is the policy of the State to promote a high standard of ethics in public service. Public officials and employees shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest;
