INSTITUTIONALIZING THE MORAL RECOVERY PROGRAM (MRP) IN ALL GOVERNMENT DEPARTMENTS, OFFICES, AGENCIES AND GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS THROUGH THE ESTABLISHMENT OF INTEGRITY CIRCLES

WHEREAS, the Preamble of the 1987 Constitution ordains and promulgates that "the sovereign Filipino people imploring the aid of Almighty God in order to build a just and humane society and establish a government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony and secure to ourselves and our posterity the blessing of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality and peace;

WHEREAS, Article II, Section 21 of the Constitution's Declaration of Principles and State Policies further provides that "[T]he state shall maintain honesty, integrity in the public service and take positive measures against graft and corruption;

EXECUTIVE ORDER NO. 319

Institutionalizing the Moral Recovery Program (MRP) in All Government Departments, Offices, Agencies and Government-Owned and Controlled Corporations Through the Establishment of Integrity Circles

- Preamble cites constitutional basis for promoting moral values and integrity in public service (Sec. 1)
- Enjoins all government agencies to establish Integrity Circles or similar mechanisms to infuse Filipino core values into organizational culture, systems and processes (Sec. 1)
- The MRP National Secretariat shall monitor implementation of agency Integrity Circles through designated Moral Recovery Officers (MROs) (Sec. 2)
- MROs shall initiate formation of Integrity Circles, strategies and activities for personal and systematic change within the agency (Sec. 3)
- Agencies shall allocate 1% of their Human Resource Development/Training appropriation for initial MRP implementation (Sec. 4)
- Agencies shall support Integrity Circles' efforts for moral transformation and role model development (Sec. 5)

Implementing Rules and Regulations

- Creates MRP National Secretariat as implementing arm to monitor agency performance (Sec. 2)
- Heads of agencies shall designate MROs to initiate Integrity Circles (Sec. 3)
