Summary of Presidential Decree No. 1176Conversion and Integration of Schools
- The Southern La Union National High School, Santo Tomas College of Fisheries, and La Union National Agricultural School are converted and integrated into the "Southern Ilocos Polytechnic State College" (Section 1)
- The College shall offer academic, vocational, and technical curricula, as well as Baccalaureate and Master's Degrees in Arts, Sciences, Vocational and Technological Studies (Section 1)
Purposes of the College
- To provide technical and professional training, advanced instruction in Literature, Philosophy, Sciences, and Arts (Section 2)
- To promote scientific and technological research (Section 2)
Administration
- The head of the College shall be the President, appointed by the President of the Philippines upon recommendation of the Board of Trustees (Section 3)
- The governing body is the Board of Trustees, composed of ex-officio and regular members (Section 4)
- The Board of Trustees has corporate powers and responsibilities, including receiving appropriations, conferring honorary degrees, appointing personnel, approving courses and fees, providing fellowships and scholarships, enacting regulations, receiving gifts and donations, and acquiring land (Section 5)
- A quorum of the Board consists of a majority of members (Section 6)
- The Board must file an annual report with the President of the Philippines (Section 7)
College Council and Faculty
- The College Council, consisting of the President and instructors, prescribes curricula and rules of discipline, subject to Board approval (Section 8)
- The faculty consists of teachers, instructors, and professors, with a Dean elected by the Board for each faculty (Section 9)
- No religious test shall be applied in faculty appointments, and no sectarian tenets shall be inculcated (Section 9)
Personnel and Resources
- Professors and instructors are exempt from civil service examinations and WAPCO rules (Section 10)
- The College shall have a Secretary/Registrar appointed by the Board (Section 11)
- Government bureaus and offices can loan equipment, supplies, and detail employees to the College (Section 12)
- Existing personnel, properties, records, obligations, and appropriations of the three schools are transferred to the College (Section 13)
- The Treasurer of the Philippines is the ex-officio Treasurer of the College, and accounts are audited by the Commission on Audit (Section 14)
Board of Visitors and Appropriations
- The President of the Philippines and Cabinet members constitute the Board of Visitors, attending commencement exercises and inspecting the College (Section 15)
- The yearly appropriations for the three schools shall become the appropriation for the College, included in the Annual General Appropriations Act/Decree (Section 16)

INTEGRATING AND CONVERTING THE THREE (3) NATIONAL SCHOOLS IN THE PROVINCE OF LA UNION, NAMELY; THE SOUTHERN LA UNION NATIONAL HIGH SCHOOL IN THE MUNICIPALITY OF AGOO; THE SANTO TOMAS COLLEGE OF FISHERIES IN THE MUNICIPALITY OF SANTO TOMAS; AND THE LA UNION NATIONAL AGRICULTURAL SCHOOL IN THE MUNICIPALITY OF ROSARIO INTO ONE (1) INSTITUTION TO BE KNOWN AS THE "SOUTHERN ILOCOS POLYTECHNIC STATE OF COLLEGE", PROVIDING FOR A BOARD OF TRUSTEES, DEFINING THE BOARD'S RESPONSIBILITIES AND DUTIES, AND FOR OTHER PURPOSES.
WHEREAS, in order to accelerate national development to attain the goals of the New Society and promote a well-balanced socio-economic growth necessary for national survival, emphasis should be directed not only on academic education, but also in vocational and technical training of our Youth;
WHEREAS, there are presently three (3) National Schools operating independently of each other and of different disciplines in the province of La Union, and are servicing only the residents thereabout;
