PRESIDENTIAL DECREE No. 604 December 10, 1974

INTEGRATING NATIONWIDE YOUTH DEVELOPMENT, PHYSICAL FITNESS AND AMATEUR SPORTS DEVELOPMENT PROGRAMS AND CREATING FOR THIS PURPOSE THE DEPARTMENT OF YOUTH AND SPORTS DEVELOPMENT, AND FOR OTHER PURPOSES

WHEREAS, the government recognizes the need for the development of youth as an integral part of the national development policy;

WHEREAS, there is an urgent need to further examine, clarify, and delineate the areas where there should be increased participation of the youth;

WHEREAS, the government recognizes the vital role of physical fitness and amateur sports programs in the development of a healthy and alert citizenry for national progress;

WHEREAS, there is an urgent need to intensify a physical fitness and recreation program for the population at all ages and at all levels of the community in order to serve as a strong foundation for the inculcation of a national discipline; and

Summary of Presidential Decree No. 604

Creation of the Department of Youth and Sports Development (Section 1)
- Formulate and implement policies, plans, and programs on youth development, physical fitness, and sports development.

Functions of the Department (Section 3)
- Conduct research on youth development.
- Encourage and establish youth organizations for persons 11 years and above.
- Coordinate with other departments on allied youth activities.
- Establish guidelines for community service as a substitute for compulsory military service.
- Establish summer camps and centers for youth leadership.
- Conduct promotion and fund-raising campaigns.
- Plan and implement an integrated program of physical fitness and amateur sports development.
- Adopt and enforce rules for amateur athletes and sports associations.
- Develop and maintain recreational facilities, playgrounds, and sports centers.
- Assist in formulating an industry incentives program for local manufacture of sporting goods.
- Administer the National College of Physical Education.
- Provide incentives to deserving associations or athletes.
- Issue rules and adopt measures for attainment of objectives.
- Delegate authority for performance of functions.
- Perform other functions as directed by the President or provided by law.
- Import sports equipment and materials, which may be exempt from customs duties.

Organizational Structure (Sections 4-6)
- Department Proper with Planning and Financial Service, and Administrative Service.
- Bureau of Youth Development with Research and Information Division, and Program Development Division.
- Bureau of Physical Fitness and Sports with Physical Fitness Programs Division, and Amateur Sports Development Division.

National Sports Associations (Sections 7-8)
- Application for accreditation or recognition as a national sports association.
- The Department shall supervise the national sports associations.
- Functions, powers, and duties of national sports associations are outlined.

Regional Offices and Regional Directors (Sections 9-10)
- Establishment of regional offices headed by Regional Directors.
- Functions and duties of Regional Directors are outlined.

Advisory Councils (Sections 11-12)
- National Advisory Council on Youth Development composed of representatives of youth and civic organizations.
- Regional Advisory Councils on Youth Development composed of representatives of local youth and civic organizations.

National Olympic Committee (Section 13)
- Composed of representatives from accredited national sports associations and the Secretary.
- Functions in accordance with the rules and regulations of the International Olympic Committee.

Annual Interscholastic Meet (Section 14)
- The Department shall plan and conduct an annual National Interscholastic Meet.
- Preceded by local athletic meets at municipal, city, provincial, and regional levels.
- Coordinated with the Department of Education and Culture, and the Department of Local Government and Community Development.

Abolition of Offices, Transfer of Properties and Funds (Section 15)
- Abolition of certain offices and transfer of their functions, appropriations, funds, records, equipment, properties, and personnel to the Department.
- Funds raised by the Sports Development Foundation of the Philippines, Inc. shall be transferred to the Department.

Exemption of Income and Properties from Taxes (Section 16)
- Donations and contributions to the Department in connection with fund-raising projects shall be deductible in full from gross income for income tax purposes.

Transitory Provisions (Section 17)
- National sports associations accredited by the Philippine Amateur Athletic Federation shall continue to exist and discharge their functions subject to the supervision of the Department.
- They shall be given a reasonable period of time to conform to additional standards, rules, and regulations established by the Department.

Appropriations (Section 18)
- The Department shall be financed from appropriations of abolished offices, funds transferred from the Sports Development Foundation of the Philippines, Inc., receipts of at least three (3) sweepstakes races a year from the Philippine Charity Sweepstakes Office, and supplemental appropriations.
- Thereafter, the Department shall submit its annual budget to be included in the General Appropriation Act.

Repealing Clause (Section 19)
- Republic Act Nos. 3135 and 5078 and other inconsistent laws, rules, regulations, and orders are repealed, revoked, or modified accordingly.

Separability Clause (Section 20)
- If any provision of this Decree is declared unconstitutional, the remaining provisions shall remain valid.

Effectivity (Section 21)
- This Decree shall take effect upon its approval.
