INTEGRATION OF THE CITY/MUNICIPAL POLICE FORCES, JAILS AND FIRE DEPARTMENTS WITHIN THE GREATER MANILA AREA• Integrates all police forces, jails, and fire departments of cities (Manila, Quezon, Caloocan, Pasay) and municipalities (Las Piñas, Muntinlupa, Parañaque, Makati, Mandaluyong, San Juan, Marikina, Pasig, Pateros, Taguig, Navotas, Malabon, Valenzuela) into a single unit called "Metropolitan Police Force" (Section 1)
• The Metropolitan Police Force is responsible for public safety, peace, law and order within the territorial limits of the integrated areas (Section 2)
• The Commanding General of the Philippine Constabulary Metropolitan Command (PC METROCOM) heads and has direction and control over the Metropolitan Police Force (Sections 3, 4)
• Direction and control includes tactical movements, deployments, training, and operational efficiency of the force (Section 4)
• Administrative control and supervision initially remain with existing offices/agencies, but transfer to the Philippine Constabulary within 1-2 years (Sections 5, 6)
• Each city/municipality allocates at least 18% of its annual budget for maintaining the Metropolitan Police Force (Section 7)
• The National Government provides subsidies and modernization support (Section 7)
• No reduction in salary for personnel, except for cause provided by law (Section 8)
• The Chief of Constabulary promulgates rules and regulations for implementation, with approval from the Secretary of National Defense (Section 9)
• Penalties for obstructing implementation: 3-6 years imprisonment and/or 5,000-10,000 peso fine; public officers may be disqualified from office (Section 10)
• Repeals inconsistent provisions of existing laws (Section 11)
• Effective upon approval (Section 12)

INTEGRATION OF THE CITY/MUNICIPAL POLICE FORCES, JAILS AND FIRE DEPARTMENTS WITHIN THE GREATER MANILA AREA
WHEREAS, the fact that the seat of the National Government is within the Greater Manila area makes it an important hub of governmental, economic, commercial, industrial, as well as diplomatic, tourists and other related but varied activities, which requires the conglomeration of large number of people, including foreigners;
WHEREAS, the proximity of centers of population, and the facility of means of transportation, aided by the existence of separate, independent police forces and facilities whose jurisdictions are restricted by political/territorial boundaries renders the Greater Manila Area a virtual haven for criminal elements, who pose a constant danger to the public safety, peace, order and tranquility of the inhabitants therein;
WHEREAS, such danger can be prevented, contained and eliminated only through a system of effective law-enforcement unhampered by political/territorial considerations or the lack of unity and coordination, not to mention the real or apparent rivalries, conflicts, jealousies and indifference...
