Operational Control and Supervision
- Philippine Constabulary exercises operational control, direction, and supervision over the Integrated Police Forces (Section 4)
- Operational control includes tactical movements, deployments, training, and other necessary powers (Section 5)

Administrative Control and Supervision
- Initially, administrative control remains with existing offices/agencies as per existing laws (Section 6)
- After 1-2 years, administrative control transfers to the Philippine Constabulary (Section 7)
- Personnel, records, funds, property, equipment, and resources of the integrated units will be transferred to the Philippine Constabulary (Section 7)

Funding
- Cities and municipalities shall allocate at least 18% of their annual gross income for maintaining the Integrated Police Force (Section 8)
- National Government shall provide subsidies and fund support for salaries and modernization (Section 8)
- ₱25 million is authorized for the Philippine Constabulary to support integration activities (Section 9)
- No reduction in salary for personnel, except for cause provided by law (Section 10)

Implementation
- Chief of Constabulary shall promulgate rules and regulations for implementation, with approval from the Secretary of National Defense (Section 11)
- Penalties for obstructing implementation: 3-6 years imprisonment and/or ₱5,000-₱10,000 fine; public officers face disqualification from public office/employment for life (Section 12)
- Repeals inconsistent provisions of the Police Act of 1966 and other laws (Section 13)
- Effective upon approval (Section 14)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 641 January 21, 1975 INTEGRATION OF THE POLICE AND FIRE DEPARTMENTS AND JAILS IN PROVINCES/CITIES NOT COVERED BY PREVIOUS POLICE INTEGRATION DECREES WHEREAS, toward the implementation of Section 12, Article XV of the Constitution of the Philippines, the police and fire departments and jails in fifty-four provinces and fifty-seven cities have already been integrated pursuant to Presidential Decrees No. 421, dated March 21, 1974; No. 482, dated June 13, 1974; No. 531, dated August 8, 1974 and No. 585, dated November 18, 1974; WHEREAS in order to attain fully the objectives of the aforesaid Presidential Decrees, it is necessary that the police and fire departments and jails in the remaining eighteen provinces and four cities in the country be similarly integrated; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree as part of the law of the land, the following: Section 1.
