- The privilege of the writ of habeas corpus was previously suspended throughout the country under Proclamation No. 210 dated October 22, 1950, for crimes related to sedition, insurrection, rebellion, and offenses committed in furtherance or on the occasion thereof, or incident thereto, or in connection therewith.
- The conditions of peace and order in the Provinces of Negros Occidental and Negros Oriental have improved, warranting the lifting of the suspension of the privilege of the writ of habeas corpus in these provinces.
- President Elpidio Quirino, by virtue of the powers vested in him by law, hereby lifts the suspension of the privilege of the writ of habeas corpus in the Provinces of Negros Occidental and Negros Oriental.
- The proclamation was issued on April 6, 1952, in the City of Bacolod.

Proclamation No. 312
LIFTING THE SUSPENSION OF THE PRIVILEGE OF THE WRIT OF HABEAS CORPUS IN THE PROVINCES OF NEGROS OCCIDENTAL AND NEGROS ORIENTAL.
WHEREAS, the privilege of the writ of habeas corpus as regards the crimes of sedition, insurrection or rebellion, and all other crimes and offenses committed in furtherance or on the occasion thereof, or incident thereto, or in connection therewith has been suspended throughout the country under Proclamation No. 210 dated October 22, 1950; and
WHEREAS, it now appears that the conditions of peace and order in the Provinces of Negros* Occidental and Negros Oriental have so improved as to warrant the lifting of the suspension of the privilege of the writ of habeas corpus in said provinces;
NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by law, do hereby lift the suspension of the privilege of the writ of habeas corpus in the Provinces of Negros Occidental and Negros Oriental.
