Ratification and Exchange of Notes
- The Treaty was duly ratified and confirmed by the President of the Philippines, subject to the interpretation of the Treaty placed by the Philippine Government in an exchange of notes between the Republic of the Philippines and the Spanish State, dated April 7, 1948, and April 12, 1948, respectively, and to the reservation in the resolution of concurrence of the Philippine Senate.
- The Treaty was also duly ratified on behalf of the Government of the Spanish State.
- The instruments of ratification of the Treaty by the two governments were exchanged at Manila, Philippines, on July 25, 1948.
Entry into Force
- The Treaty shall enter into force on the exchange of instruments of ratification.
Proclamation
- President Elpidio Quirino caused the Treaty, with the instruments of ratification and the exchange of notes annexed thereto, to be made public.
- The Treaty and every article and clause thereof shall be observed and fulfilled with good faith by the Republic of the Philippines and its citizens.

Proclamation No. 112
MAKING PUBLIC THE TREATY OF FRIENDSHIP BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE SPANISH STATE.
WHEREAS, a Treaty of Friendship between the Republic of the Philippines and the Spanish State designed to strengthen further the bond of friendship now happily existing between them in a manner befitting their historic and cultural ties, was concluded and signed by the respective plenipotentiaries of the two Governments at Manila, on September 27, 1947;
WHEREAS, in its Resolution No. 47, adopted on April 14, 1948, the Senate of the Philippines concurred in the making of the said Treaty of Friendship, with a reservation which is quoted as follows:
"Resolved, That the Senate of the Philippines concur, as it hereby concurs in the Treaty of Friendship between the Republic of the Philippines and the Spanish State which was concluded and signed at Manila on September twenty-seven, nineteen hundred and forty-seven, with the understanding, that nothing in the Treaty shall be construed as affecting, altering, amending or repealing any of...
