MANDATING CERTAIN DEPARTMENTS AND AGENCIES TO ALIGN THEIR RESPECTIVE PROGRAMS AND PROJECTS WITH THE COMPREHENSIVE AGRARIAN REFORM PROGRAM, DIRECTING THE DEPARTMENT OF AGRARIAN REFORM TO ACCELERATE THE AGRARIAN REFORM BENEFICIARIES DEVELOPMENT THROUGH THE PROVISION OF ECONOMIC AND SOCIAL INFRASTRUCTURE SUPPORT, AND PROVIDING THE NECESSARY IMPLEMENTING MECHANISMS FOR THE PURPOSE
WHEREAS, the Comprehensive Agrarian Reform Program is central to the government's efforts to hasten countryside agro-industrial development;
WHEREAS, the Comprehensive Agrarian Reform Program, apart from accelerating land acquisition and distribution, equally mandates the beneficiaries development through the provision of physical, technical, social and economic support services;
WHEREAS, while the main responsibility for the implementation of the Comprehensive Agrarian Reform Program lies with the Department of Agrarian Reform, certain departments and agencies are expected to be equally involved and committed to the success of the said Program;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Mandating Alignment of Programs and Projects with CARP, Accelerating Agrarian Reform Beneficiaries Development, and Providing Implementation Mechanisms
- Sec. 1: Mandates certain departments and agencies to review, evaluate, and align their programs and projects with the Comprehensive Agrarian Reform Program (CARP).
- Sec. 2: Establishes an inter-agency CARP Implementing Team (Team) with representatives from various agencies, chaired by the Department of Agrarian Reform (DAR) representative, to:
- Promote integration and harmonize working relationships among agencies, NGOs, and beneficiaries. (Sec. 2a)
- Hasten the generation, development, and execution of CARP programs and projects. (Sec. 2b)
- Consolidate and maximize the utilization of government resources for the program. (Sec. 2c)
- Recommend measures to improve, increase, and accelerate the delivery capacity of agencies. (Sec. 2d)
- Submit a monthly accomplishment report to the Secretary of Agrarian Reform. (Sec. 2e)
- Sec. 3: Requires agencies to issue implementing guidelines to their field units to ensure program integration and accelerate service delivery.
- Sec. 4: Directs DAR to adopt a strategic and area-focused operations approach, concentrating on 24 identified Strategic Operation Provinces (SOPs) accounting for 70% of the land distribution workload.
- Sec. 5: Mandates DAR to implement viable agrarian reform areas development pilot projects in the 24 SOPs, particularly in low-income municipalities (LIMs) and settlement areas, with:
- 15% of the 1990 CARP budget (P1.3 billion out of P8.9 billion) and subsequent years' budgets allocated for beneficiary development and pilot projects. (Sec. 5)
- DAR may call on other agencies, financial institutions, corporations, and local government units for assistance. (Sec. 5)
- DAR may sub-contract project components to private organizations, contractors, NGOs, etc. (Sec. 5)
- Sec. 6: Requires heads of agencies, financial institutions, corporations, and local government units in the 24 SOPs to support the implementation of the agrarian reform development pilot projects.
- Sec. 7: Specifies the immediate effectivity of the Executive Order.
