Transfer of Nayong Pilipino Foundation's Pasay Property to Manila International Airport Authority

- Background:
    - Nayong Pilipino Foundation (NPF) was given a 45.9-hectare property in Pasay City through Presidential Decree No. 37 (1972), where the Nayong Pilipino Cultural Park was built.
    - Executive Order No. 111 (2002) authorized the transfer of 8.6 hectares of the NPF property to the Manila International Airport Authority (MIAA) and the closure of the NPF Park pending its redevelopment.
    - Executive Order No. 135 (2002) mandated the streamlining of the NPF, abolishing all permanent positions and terminating all casuals and contractuals, while retaining a transition team to look for an alternative site for a new NPF park.
    - Executive Order No. 615 (2007) mandated the transfer of the old NPF Park to a 15-hectare property of the Philippine Reclamation Authority (PRA) in Parañaque City and the transfer of 15 hectares of NPF's Pasay property to the PRA.

- Provisions:
    - Citing Section 7(c) of Presidential Decree No. 37 (1972), the parcel of land given to the NPF shall revert to the National Government if the NPF is dissolved, ceases to undertake its objectives, or ceases to need the land for any reason.
    - Citing the State's policy to promote and maintain a viable, efficient, dependable, and safe air transportation system for national recovery and economic progress.
    - The MIAA needs the remaining 22.3 hectares of NPF land for the expansion of Terminal 2 to the north and the development of the New International Cargo Terminal Facility to support the operation of Terminal 3 to accommodate growth in passenger and aircraft movement at the Ninoy Aquino International Airport.
    - Citing Section 7(a) of Presidential Decree No. 37 (1972), the land occupied by the NPF shall not be transferred to another person or entity without previous authorization by the President of the Philippines.

- Order:
    - The Nayong Pilipino Foundation, Inc. is ordered to transfer its remaining land with an area of 22.3 hectares in Pasay City to the Manila International Airport Authority.
    - The Executive Order shall take effect immediately upon publication in a newspaper of general circulation.
