Board of Regents
- Governing board is the Board of Regents composed of Secretary of Education and Culture as Chairman, University President as Vice-Chairman, a NEDA representative, and six prominent citizens appointed by the President. (Section 2)
- Regents serve for 4 years, except first group serves staggered terms of 2, 3, and 4 years. (Section 2)
- Regents do not receive compensation but are reimbursed for expenses. (Section 5)
- Quorum is majority of members. (Section 4)
Powers and Duties of Board of Regents
- Prescribe rules for governance and enact regulations. (Section 6a)
- Receive and appropriate funds for University support. (Section 6b)
- Receive gifts, legacies, and donations exempt from taxes. (Section 6c)
- Approve curricula and rules of discipline. (Section 6d)
- Confer degrees, award honorary degrees, and authorize non-degree certificates. (Section 6e)
- Appoint and fix compensation of University officials and employees. (Section 6f)
- Establish chairs and provide fellowships and scholarships. (Section 6g)
- Fix tuition fees, matriculation fees, graduation fees, laboratory fees, and other charges. (Section 6h)
- Authorize construction and repair of buildings, machinery, and facilities. (Section 6i)
University Administration
- No discrimination in admission based on sex, nationality, religion, or political belief. (Section 7)
- President appointed by the President of the Philippines for 6 years, with powers pertaining to the Office. (Section 8)
- Incumbent presidents continue as Provosts until new terms determined. (Section 9)
- Administrative Council prepares policies on personnel, finance, and planning. (Section 10)
- College Councils prescribe curricula, rules of discipline, admission and graduation requirements, and have disciplinary power over students. (Section 11)
- Faculty exempt from civil service exams and no religious test applied. (Section 12)
- Advisory Council for each college/unit headed by Provost. (Section 13)
Financial Provisions
- Treasurer of the Philippines is ex-officio treasurer, audited by COA. (Section 14)
- Personnel, assets, records, and appropriations of merged institutions transferred, except appropriations of transferred colleges. (Section 15)
- Government agencies can loan equipment and detail employees to the University. (Section 16)
- Secretary of Education and Culture to implement the Decree and create technical committee. (Section 17)
- ₱1,000,000 appropriated from National Treasury, with future funding in Annual Appropriation Act. (Section 18)
Repealing Clause and Effectivity
- Repeals or amends contrary laws, acts, decrees, or executive orders. (Section 19)
- Takes effect immediately. (Section 20)

MERGING THE CAGAYAN VALLEY COLLEGE OF ARTS AND TRADES AND NORTHERN LUZON COLLEGE OF AGRICULTURE INTO A STATE UNIVERSITY TO BE KNOWN AS THE CAGAYAN STATE UNIVERSITY TRANSFERRING THE COLLEGE LEVEL COURSES OF APARRI COLLEGE OF FISHERIES, BUKIG NATIONAL AGRICULTURAL AND TECHNICAL SCHOOL, CAGAYAN VALLEY AGRICULTURAL COLLEGES, SANCHES-MIRA RURAL VOCATIONAL SCHOOL, APARRI SCHOOL OF ARTS AND TRADES, GONZAGA NATIONAL AGRICULTURAL VOCATIONAL SCHOOL, AND WESTERN CAGAYAN SCHOOL OF ARTS AND TRADES INTO SAID UNIVERSITY, PROVIDING A CHARTER FOR THIS PURPOSE, AND APPROPRIATING FUNDS THEREFOR
WHEREAS, the Constitution of the Philippines directs the state to establish and maintain a complete, adequate and integrated system of education relevant to the goal of national development and further prescribed that all educational institutions shall aim to develop scientific, technological, and vocational efficiency;
