EXECUTIVE ORDER NO. 521 January 29, 1979
MODIFYING THE RATES OF IMPORT DUTY ON CERTAIN IMPORTED ARTICLES AS PROVIDED UNDER PRESIDENTIAL DECREE NO. 1464, OTHERWISE KNOWN AS THE TARIFF AND CUSTOMS CODE OF 1978
Pursuant to the powers vested in me by Section 401 of Presidential Decree No. 1464, I, FERDINAND E. MARCOS, President of the Philippines, do hereby direct and order:
Sec. 1. The articles specifically listed hereunder as classified under Section 104 of Presidential Decree No. 1464 shall pay the following rates of import duty:

Summary of Executive Order No. 521
Modification of Import Duty Rates
- Specifies new import duty rates for certain articles classified under Section 104 of Presidential Decree No. 1464 (Tariff and Customs Code of 1978). (Section 1)
- The new rates apply to articles entered or withdrawn from warehouses in the Philippines for consumption after 30 days from issuance of the Order. (Section 2)
- Unwarranted price increases in local products benefited by the tariff changes may lead to revocation of such changes. (Section 3)
- The Tariff Commission shall review the effects of the tariff increases after 3 years to determine the possibility of phasing out the protective tariff under a graduated scheme. Failure to comply with this requirement will result in an automatic reversion to the previous duty rate. (Section 4)
Specific Duty Rate Changes
- Carbon black: Reduced from 50% to 30% ad valorem. (Section 1, Tariff Heading No. 28.03)
- Zinc chloride, technical or industrial grade: Increased from 10% to 30% ad valorem. (Section 1, Tariff Heading No. 28.30)
- Sodium tripolyphosphate and tetrasodium pyrophosphate: Increased from 10% to 30% ad valorem. (Section 1, Tariff Heading No. 28.40)
- Articles under Tariff Heading No. 38.08 (excluding gum rosin): Unified rate of 30% ad valorem. (Section 1, Tariff Heading No. 38.08)
- Gum rosin: Increased from 30% to 50% ad valorem. (Section 1, Tariff Heading No. 38.08)
- Synthetic rubber: Reduced from a unified rate of 30% to 20% ad valorem. (Section 1, Tariff Heading No. 40.02)
- Articles under Tariff Heading No. 40.10 (excluding conveyor, transmission belts up to 46 inches, and V-belts): Unified rate of 20% ad valorem. (Section 1, Tariff Heading No. 40.10)
- Conveyor and transmission belts up to 46 inches: Increased from 20% to 30% ad valorem. (Section 1, Tariff Heading No. 40.10)
- V-belts: Increased from 20% to 50% ad valorem. (Section 1, Tariff Heading No. 40.10)
- Tire cord fabric and tire woven fabric imported directly by automobile and truck tire manufacturers for their exclusive use: Reduced from a unified rate of 70% to 30% ad valorem. (Section 1, Tariff Heading Nos. 55.09 and 56.07)
- Articles under Tariff Heading No. 84.23 (excluding cutting edges and end bits for bulldozers, scrapers, graders, and levellers): Unified rate of 10% ad valorem. (Section 1, Tariff Heading No. 84.23)
- Cutting edges and end bits for bulldozers, scrapers, graders, and levellers: Increased from 10% to 20% ad valorem. (Section 1, Tariff Heading No. 84.23)
- Hard rubber battery containers and cells: Reduced from a unified rate of 100% to 30% ad valorem. (Section 1, Tariff Heading No. 85.04)
- Other articles under Tariff Heading No. 85.04: Reduced from 100% to 50% ad valorem. (Section 1, Tariff Heading No. 85.04)
- Fish-hooks, line fishing rods of fiberglass, reels, and tackles: Reduced from 100% to 20% ad valorem. (Section 1, Tariff Heading No. 97.07)
