Modifying Import Duty Rates
- Certain imported articles listed in Annex "A" shall be accorded the tariff concession rates specified in column 4, to be applied in stages as per the schedule. (Section 1)
- If the basic Philippine rate is lowered below the concession rate for any article in Annex "A", the lower rate shall apply. (Section 2)
- Concession rates in Annex "A" apply only to GATT contracting parties and countries with agreements providing most-favoured-nation treatment on tariffs. (Section 3)

Duty Rates for Articles in Annex "B"
- Articles in Annex "B" shall pay the rate specified in column 3 and shall not exceed the rate in column 4. (Section 4)
- If the basic Philippine rate is reduced for articles in Annex "B", the lower rate shall apply. (Section 5a)
- If the basic Philippine rate is increased for articles in Annex "B":
    i. The increased rate shall apply if it does not exceed the rate in column 4. (Section 5bi)
    ii. The rate in column 4 shall apply if the increased rate exceeds it. (Section 5bii)

Effective Date and Application
- The prescribed duty rates shall apply to articles entered or withdrawn from warehouse in the Philippines for consumption after the effective date of January 1, 1980. (Sections 6 and 7)

EXECUTIVE ORDER NO. 578 January 1, 1980 MODIFYING THE RATES OF IMPORT DUTY ON CERTAIN IMPORTED ARTICLES UNDER SECTION 104 OF PRESIDENTIAL DECREE NO. 1464, AS AMENDED, IN ORDER TO IMPLEMENT THE CONCESSION RATES OF DUTY OF THE GOVERNMENT OF THE PHILIPPINES SET FORTH IN SCHEDULE LXXV PHILIPPINES IN ACCORDANCE WITH THE CONDITIONS STIPULATED IN THE GENEVA (1979) PROTOCOL TO THE GENERAL AGREEMENT ON TARIFFS AND TRADE Pursuant to the powers vested in me by Section 402 of Presidential Decree No. 1464, as amended, I, FERDINAND E. MARCOS, President of the Philippines, do hereby direct and order: Sec. 1.
