REPUBLIC ACT NO. 11913

AN ACT DECLARING AUGUST 12 OF EVERY YEAR AS NATIONAL YOUTH DAY

SECTION 1.Short Title. — This Act shall be known as the "National Youth Day Act."

SECTION 2.Declaration of Policy. — The State recognizes the vital role of the youth in nation-building and which has led to measures such as Republic Act No. 8044 which created the National Youth Commission to be the leading government arm in harnessing the full potential of the youth as partners in nation building and Republic Act No. 10742 or the "Sangguniang Kabataan Reform Act of 2015" which provided a strong framework to encourage the youth not only to participate in governmental activities and public and civic affairs but to also develop a sense of leadership and patriotism.

SECTION 3.National Youth Day. — In observance of the International Youth Day, the twelfth (12th) day of August of every year is hereby declared as National Youth Day.

Summary of Republic Act No. 11913 (National Youth Day Act)

Title and Policy Declaration
- The Act is known as the "National Youth Day Act" (Section 1).
- It recognizes the vital role of the youth in nation-building and aims to harness their full potential as partners in nation-building (Section 2).

National Youth Day
- August 12 of every year is declared as National Youth Day in observance of the International Youth Day (Section 3).

Program of Activities
- The National Youth Commission (NYC), in coordination with DepEd, CHED, TESDA, Sangguniang Kabataan (SK), National Union of Students of the Philippines (NUSP), and other youth and youth-serving organizations, shall prepare and implement an annual program of activities (Section 4).
- Activities shall include discussions and/or forums on career paths, sustainable development, environment preservation, gender equality, and mental health (Section 4).
- The NYC may engage in partnerships with local and international youth organizations for these discussions (Section 4).
- All schools, colleges, and universities are enjoined to launch activities such as leadership training, youth empowerment, workshops, basic mass integration, and community immersion activities (Section 4).
- The respective administration of schools, colleges, and universities shall extend their full support to all activities conducted by their students, following their policies and guidelines (Section 4).
- All provincial and local youth development offices are likewise enjoined to prepare an annual program and conduct activities that shall provide holistic development and enrichment of the youth in their respective communities (Section 4).

Implementing Rules and Regulations
- The NYC, in coordination with DepEd, CHED, TESDA, SK, NUSP and other youth and youth-serving organizations, shall promulgate the rules and regulations to implement this Act within sixty (60) days after its effectivity (Section 5).

Appropriations
- The amounts necessary for the implementation of this Act shall be charged against the respective current year available appropriations of the NYC, DepEd, CHED and SK (Section 6).
- Thereafter, the amounts necessary shall be included in the annual General Appropriations Act (Section 6).

Separability Clause and Repealing Clause
- If any part of this Act is declared unconstitutional or invalid, other sections not affected shall continue to be in full force and effect (Section 7).
- All laws, decrees, executive orders or rules and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed or modified accordingly (Section 8).

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in any newspaper of general circulation (Section 9).
