EXECUTIVE ORDER No. 82
OPERATIONALIZING THE PRACTICAL GUIDE FOR NATIONAL CRISIS MANAGERS AND THE NATIONAL CRISIS MANAGEMENT CORE MANUAL; ESTABLISHING NATIONAL AND LOCAL CRISIS MANAGEMENT ORGANIZATIONS; AND PROVIDING FUNDS THEREFOR
WHEREAS, Sections 4 and 5 of the 1987 Philippine Constitution articulates that “it is the prime duty of the government to serve and protect the people; and that the maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy”;
WHEREAS, a Memorandum from the President dated 22 March 2011 directed “the National Security Adviser (NSA) to review and revise the 2000 Crisis Management Manual, and harmonize and integrate all existing government crisis management manuals into the amended Crisis Management Manual”;
WHEREAS, the 21st century security environment is described as increasingly complex and demands a pro-active, diverse and collaborative approach among government agencies and other stakeholders in preparing for, preventing or mitigating the effects...

Operationalizing Crisis Management Manuals and Establishing Crisis Management Organizations
- Adopts the Practical Guide for National Crisis Managers and the National Crisis Management Core Manual as frameworks for managing human-induced crises. (Section 1)
- Establishes crisis management organizations and structures:
• Executive Committee, National Security Council as the Executive Committee/National Crisis Management Committee (EXECOM/NCMC), the highest policy and decision-making body. (Section 2a)
• Sub-Committee, National Crisis Management Committee for horizon scanning and recommending responses. (Section 2b)
• Regional, Provincial, Municipal/City, and Barangay Crisis Management Committees as local decision-making bodies. (Section 2c)
• Permanent offices within agencies/departments to handle crisis response and management. (Section 2d)
• Operational crisis management manuals, contingency plans, and crisis action plans to be prepared and updated. (Section 2e)
- Assigns Cabinet Officers Primarily Responsible (C-OPRs) for various crisis scenarios: (Section 3)
• Executive Secretary for terrorism threats, maritime border threats (inter-agency response), and threats concerning Overseas Filipino Workers (OFWs) (inter-agency response). (Section 3a)
• Secretary of National Defense for national security threats and maritime border threats (intra-agency response). (Section 3b)
• Secretary of Interior and Local Government for threats to peace and order. (Section 3c)
• Secretary of Foreign Affairs for threats concerning OFWs (intra-agency response) and maritime border threats (intra-agency response). (Section 3d)
• Secretary of Health for public health threats. (Section 3e)
• Secretaries of Finance and Trade and Industry for economic threats. (Section 3f)

- Adopts the 5Ps of crisis management: Predict, Prevent, Prepare, Perform, and Post-Action and Assessment. (Section 4)
• Predict: Horizon scanning and situation awareness. (Section 4a)
• Prevent: Preparing contingency and crisis action plans. (Section 4b)
• Prepare: Organizing, training, equipping, exercising, and evaluating/improving. (Section 4c)
• Perform: Determining crisis level, activating Incident Command System, and developing Crisis Action Plan. (Section 4d)
• Post-Action and Assessment: Providing reports to relevant committees. (Section 4e)
- Assigns the Office of the National Security Adviser (ONSA) to ensure compliance, distribute manuals, conduct trainings, and facilitate exercises. (Section 5)
- Allocates Twenty Five Million Pesos (Php25,000,000.00) from the Presidential Contingency Fund for initial financial requirements. (Section 6)
- Repeals inconsistent orders, rules, regulations, and issuances. (Section 7)
- Takes effect immediately upon publication in a newspaper of general circulation. (Section 8)
