Summary of Presidential Decree No. 877Organizing the Katipunan ng mga Sanggunian
- Establishes the Katipunan ng mga Sanggunian, an organization of all Sangguniang Bayan in provinces and cities. (Section 1)
• Composed of members of Sangguniang Bayan elected by barangay captains or sectoral groups, appointed by the President as of December 31, 1975. (Section 1a)
• Also includes former members of provincial boards, city and municipal councils whose membership has been extended until March 31, 1976. (Section 1b)
Annual Conference
- The Katipunan ng mga Sanggunian shall meet in conference at least once a year, on a date set by its executive committee or at the call of the President. (Section 2)
Officers and Executive Committee
- Elects a temporary chairman and other officers at the start of the conference, whose terms last for the duration of the conference. (Section 3)
- The chairman is an ex-officio member of the executive committee and presides over meetings during the conference. (Section 3)
- An executive committee is elected from among its members, authorized to act on behalf of the Katipunan ng mga Sanggunian when not in session. (Section 4)
Secretariat
- The Katipunan ng mga Sanggunian shall have a permanent secretariat, with staff support provided by the Department of Local Government and Community Development. (Section 5)
Powers of Sangguniang Bayan
- Sangguniang Bayan in provinces, cities and municipalities retain their legislative powers, subject to laws and presidential decrees, except those in Metro Manila as provided in Presidential Decree No. 824, Section 9. (Section 6)
Term of Office
- The term of office of the present members of the Sangguniang Bayan is interim and temporary. (Section 7)
- They hold office until the President rescinds their appointment, annuls their election, or calls an election supervised by the Commission on Elections, upon which the terms of those elected shall be specified by presidential decree. (Section 7)
Repealing Clause
- All laws, executive orders or regulations inconsistent with this decree are repealed or amended accordingly. (Section 8)
Effectivity
- This decree takes effect immediately upon approval. (Section 9)

PRESIDENTIAL DECREE No. 877 January 21, 1976
ORGANIZING THE KATIPUNAN NG MGA SANGGUNIAN
WHEREAS, to provide for a more authentic grassroot participation of the citizenry in the affairs of the government, the Sangguniang Bayan has been organized in the municipal, city and provincial levels throughout the country pursuant to Presidential Decree Nos. 824 and 826;
WHEREAS, there is a need for the members of the said Sangguniang Bayan to perceive and identify problems not only on a local but, more importantly, on a national perspective and to provide the proper solutions thereof;
WHEREAS, the said function can be exercised and performed only through the collective deliberations and decisions of the Sangguniang Bayan membership convening in conference;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order:
