REPUBLIC ACT NO. 11780
AN ACT INTEGRATING THE PALAWAN STATE UNIVERSITY-COLLEGE OF COMMUNITY RESOURCES DEVELOPMENT (PSU-CCRD) EXTERNAL CAMPUSES IN THE PROVINCE OF PALAWAN AND IN THE CITY OF PUERTO PRINCESA AS REGULAR CAMPUSES OF PALAWAN STATE UNIVERSITY (PSU), AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7818, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. This Act shall be known as the "Palawan State University-College of Community Resources Development (PSU-CCRD) External Campuses Act."
SECTION 2. The Palawan State University-College of Community Resources Development (PSU-CCRD) External Campuses in the following municipalities of the Province of Palawan and in the City of Puerto Princesa, namely: PSU-Narra, PSU-Quezon, PSU-Brooke's Point, PSU-Roxas, PSU-Taytay, PSU-Coron, PSU-Sofronio Española, PSU-Rizal, PSU-Bataraza, PSU-Balabac, PSU-Dumaran, PSU-San Vicente, PSU-Linapacan, PSU-Araceli, PSU-El Nido and PSU-San Rafael located in Barangay San Rafael in the City of Puerto Princesa shall be integrated as regular campuses of the PSU.

Title: Palawan State University-College of Community Resources Development (PSU-CCRD) External Campuses Act
• Integrates the PSU-CCRD External Campuses in various municipalities of Palawan and Puerto Princesa as regular campuses of Palawan State University (PSU). (Section 2)
• The integrated campuses shall be collectively referred to as the University, along with the PSU Main Campus and PSU-Cuyo Campus. (Section 2)
• The integrated campuses shall primarily provide:
- Short-term technical-vocational courses
- Undergraduate and graduate programs
- Programs that respond to human resource needs of Palawan and MIMAROPA Region (Section 3)
• The integrated campuses shall also undertake research and extension services. (Section 3)
• Governance of the campuses shall be vested in the Board of Regents of PSU. (Section 4)
• The University President shall exercise overall supervision and management of the campuses. (Section 5)
• Each integrated campus shall be headed by a Campus Administrator appointed by the Board of Regents upon recommendation of the search committee and the President. (Section 5)
• All assets, personnel, records, liabilities, and obligations of the integrated campuses shall be transferred to PSU. (Section 6)
• The positions, rights, and security of tenure of faculty and personnel shall be respected. (Section 6)
• All government-owned land occupied by the integrated campuses shall be titled under PSU's name. (Section 6)
• The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act (GAA). (Section 7)
• The municipalities shall provide financial support to the respective campuses until the necessary amount is included in the GAA. (Section 7)
• The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) and Republic Act Nos. 9832 and 11169 shall form part of the governing charter of PSU. (Section 8)
• If any part of this Act is declared unconstitutional, the remaining provisions shall remain in full force and effect. (Section 9)
• All laws contrary to or inconsistent with this Act are repealed or modified accordingly. (Section 10)
• This Act shall take effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation. (Section 11)
