PRESIDENTIAL DECREE No. 33
PENALIZING THE PRINTING, POSSESSION, DISTRIBUTION AND CIRCULATION OF CERTAIN LEAFLETS, HANDBILLS AND PROPAGANDA MATERIALS AND THE INSCRIBING OR DESIGNING OF GRAFFITI
WHEREAS, pursuant to Proclamation No. 1081, dated September 21, 1972, the Philippine has been placed under a state of martial law;
WHEREAS, the martial law has been declared because of the anarchy and disorder perpetuated by a group of men pursuing a sinister campaign of vilification against political institutions of our country;
WHEREAS, it is necessary to curb this nefarious campaign;
NOW, THEREFORE, I, FERDINAND E. MARCOS, Commander-in-Chief of all Armed Forces of the Philippines, in order to attain the desire results of the aforesaid Proclamation do hereby order and decree that;
(1) That penalty of prision correccional in its minimum period shall be imposed upon any person who, without taking up arms or being in open hostility against the government or without inciting others to the execution of any act of rebellion, shall print or publish any handbill, leaflet, poster or other similar...
