Creation of the Philippine Creative Industries Development Council (Section 4)
- Council created to spearhead development and promotion of Philippine creative industries.
- Composed of 19 members: 10 ex officio members (government agency heads) and 9 private sector representatives from each creative industry domain.
- Private sector representatives appointed by the President for 6-year terms.
- Creative Workers' Welfare Committee established as a standing committee (Section 5).
Mandate, Powers, and Functions of the Council (Section 7)
- Formulate and implement the Philippine Creative Industries Development Plan.
- Review existing policies and formulate national policies supporting creative industries.
- Issue guidelines for identifying stakeholders eligible for aid during emergencies.
- Accredit business support organizations and creative workers associations.
- Promote marketing, distribution, export, and consumption of creative industry outputs.

The Philippine Creative Industries Development Plan (Section 8)
- Council to formulate the Plan with objectives, targets, strategies, and activities for developing and promoting creative industries.
- Plan to include economic goals, policy framework review, research findings, trend analyses, strategic investment areas, financial assistance programs, stakeholder linkages, talent development, market access strategies, worker welfare programs, intellectual property ecosystem, digital acceleration plan, creative cities network, and disaster resilience programs.
Secretariat to the Council (Section 9)
- Secretariat established within DTI, headed by an Executive Director IV appointed by the President.
- Executive Director assisted by 2 Deputy Executive Directors IV and administrative staff.
- Organizational structure, staffing, and compensation system determined by the Council and approved by DBM.
Duties and Functions of the Executive Director (Section 10)
- Manage affairs of the Secretariat and implement Council policies.
- Establish internal organization, submit annual budget, maintain databases.
- Conduct information dissemination campaigns, submit annual report.
- Recommend policies, systems, procedures, rules, and regulations to the Council.
Support for the Creative Industries
- Infrastructure support through shared service facilities from DTI and under Philippine Innovation Act (Section 11).
- Research and development support through DOST's financial support program (Section 12).
- Digitalization support through access to digital services, training platforms, and infrastructure from DICT (Section 13).
- Creative Voucher System to systematize granting of support and incentives to creative industry entities (Section 14).
- Creative Industries Investment Priority Plan for fiscal and non-fiscal incentives (Section 15).
- Access to credit and financial instruments from government financial institutions (Section 16).
- Creative instruction and education through DepEd, CHED, and TESDA programs (Section 17).
- Creative industry data and information management by the Council, Secretariat, and PSA (Section 18).
- Creative Industry Development Fund for research, trade promotion, human resource development, and welfare (Section 19).
- Promotion of public-private partnerships for infrastructure development (Section 20).
Philippine Creative Cities Network and Local Culture and Arts Councils (Sections 21-22)
- Philippine Creative Cities Network established as a program for mutual support and collaboration among cities.
- Local Culture and Arts Councils to be established by LGUs to support the Council's functions and implement local programs.
One-Stop Registration Center and Philippine Creative Industries Month (Sections 23-24)
- Negosyo Centers to serve as one-stop shops for creative industry MSMEs to avail government services.

REPUBLIC ACT NO. 11904
AN ACT PROVIDING FOR THE DEVELOPMENT AND PROMOTION OF THE PHILIPPINE CREATIVE INDUSTRIES, AND APPROPRIATING FUNDS THEREFOR
CHAPTER I
Preliminary Provisions
SECTION 1. Short Title. — This Act shall be known as the "Philippine Creative Industries Development Act."
SECTION 2. Declaration of Policy. — It is the policy of the State to promote and support the development of Philippine creative industries by protecting and strengthening the rights and capacities of creative firms, artists, artisans, creators, workers, indigenous cultural communities, content providers, and stakeholders in the creative industries as defined in this Act.
To this end, the State shall establish a creative industries development council mandated to implement a long-term plan for the development and promotion of the Philippine creative industries, with programs aimed at creating opportunities and employment, nurturing human resources, ensuring financial-enabling mechanisms, and providing incentives to encourage and sustain Filipino excellence in the creative industries.
