Definitions (Section 3):

- Food technologist: A person qualified to practice food technology as provided in this Act, holding a valid certificate of registration and professional license.
- Microbiological certification: Certification of the microbiological, physical, chemical, sensory, and functional properties of food.
Scope of Food Technology Practice (Section 4):
- Identification of raw material specifications and supervision of procurement.
- Supervision of food processing operations.
- Evaluation and certification of microbiological, physical, chemical, sensory, and functional properties of food.
- Technical transactions of food, ingredients, additives, and equipment used in food production and distribution.
- Conduct of research for development and improvement of food safety and quality.
- Teaching, lecturing, and reviewing subjects related to food technology.
- Compliance with food laws and regulations in manufacturing and distribution.
- Implementation of quality management systems (food safety, laboratory management, quality requirements, and quality audit).
- Assistance in waste management for environmental safety.
- Consultation work related to the above functions.
- Procurement of chemicals, reagents, equipment, and materials for food analysis, research, and development.
Professional Regulatory Board of Food Technology (Sections 5-12):
- A Professional Regulatory Board of Food Technology is created under the administrative supervision of the Professional Regulation Commission (PRC).
- The Board shall promulgate rules and regulations, supervise and regulate registration, licensure, and practice of food technology, issue special permits and certificates, ensure compliance of educational institutions, prepare examination syllabi, adopt a computerized examination program, prescribe Continuing Professional Development (CPD) guidelines, monitor conditions affecting the practice, prescribe a Code of Ethics and Code of Technical Standards, investigate violations, grant registration without examination, administer oaths, maintain a roster of food technologists, and adopt an official seal.
- The Board shall have a Chairperson and two members appointed by the President, who must be Filipino citizens, holders of a Bachelor's Degree in Food Technology, registered food technologists with at least five years of active practice, members of the integrated and accredited professional organization (APO) of food technologists, and without pecuniary interest in any educational institution related to food technology.
- The Board members shall have a term of three years, with a maximum of two terms or six years.
- The Board shall receive compensation and allowances comparable to existing regulatory boards.
- The Board may be suspended or removed by the President for neglect of duties, incompetence, malpractice, or unethical conduct.
- The Board shall be under the administrative supervision of the PRC, which shall keep its records and provide secretariat and support services.
- The Board shall submit an annual report to the PRC.
Examination and Registration (Sections 13-25):
- Applicants for registration shall pass a licensure examination, except as otherwise allowed in this Act.
- Qualifications for the licensure examination: Philippine citizenship (or reciprocity agreement for foreigners), good moral character, Bachelor's Degree in Food Technology from a CHED-recognized institution, and no conviction of an offense involving moral turpitude.
- Examination subjects: Physical, Chemical, Biological, and Microbiological Principles; Food Processing, Preservation, and Food Engineering; Quality Sensory Evaluation of Food; and Food Laws and Regulations.
- Passing rating: 75% in each subject, with a removal examination allowed for subjects with a rating between 60-74%.
- The Board and PRC shall release examination results within 10 days.
- Successful examinees shall be issued a certificate of registration and professional license upon payment of fees.
- The Board may refuse to register an examinee convicted of an offense involving moral turpitude or found guilty of immoral or dishonorable conduct.
- Registration without examination shall be granted to the first Board members, those who passed previous examinations, and qualified applicants with a Bachelor's Degree in Food Technology or allied fields and at least five years of active practice within two years of the Act's effectivity.
- The Board may revoke or suspend the certificate of registration or cancel a special permit for unprofessional or unethical conduct, malpractice, or violation of the Act, rules and regulations, Code of Ethics, and Code of Technical Standards.
- Reinstatement of a revoked certificate may be allowed after two years, exempting the applicant from taking another examination.
- The Board shall maintain a roster of registered food technologists.
- Temporary or special permits may be issued to foreign food scientists or technologists hired for consultancy, teaching, or international agency work in the Philippines, subject to renewal every year.
- All registered food technologists shall take an oath of office.
Practice of Food Technology (Sections 26-30):
- The PRC shall prescribe and promulgate CPD guidelines in consultation with the Board, integrated and APO of food technologists, affiliated associations, and other concerned sectors. A CPD Council shall be created.
- All food technologists shall be integrated into one national organization recognized by the Board and PRC as the integrated and APO of food technologists.
- Foreign food technologists shall be admitted to the licensure examination or granted registration and license only if their country permits Filipino food technologists to practice under the same conditions (reciprocity).
- Food technologists shall indicate their license and privilege tax receipt number, professional number, and certificate validity dates on documents they sign or issue.
- Prohibited acts include practicing or representing oneself as a food technologist without a valid license or permit, allowing another person to use one's license or permit, and using another food technologist's license or permit.
Final Provisions (Sections 31-36):
- Violation of the Act or its implementing rules and regulations shall be punished by a fine of not less than ₱40,000 but not more than ₱150,000, or imprisonment of not less than six months but not more than four years, or both.
- The implementation of this Act shall be included in the PRC's program and funded through the annual General Appropriations Act.
- The Board shall promulgate the implementing rules and regulations and the Code of Ethics for food technologists within 30 days after the Act's effectivity.
- Separability clause: If any section is declared invalid or unconstitutional, it shall not invalidate the other sections.
- Repealing clause: All laws, decrees, orders, issuances, or parts thereof inconsistent with this Act are repealed or modified accordingly.
- The Act shall take effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.

Title, Statement of Policy, and Definition of Terms
SECTION 1. Short Title. — This Act shall be known as the "Philippine Food Technology Act."
SECTION 2. Statement of Policy. — The State recognizes the importance of professional food technologists in nation-building and development. Hence, it shall develop and nurture competent, virtuous, productive, and well-rounded professional food technologists whose standards of practice and service shall be excellent, world class, and globally competitive through honest, effective, relevant, and credible licensure examinations and through regulatory programs, measures, and activities that foster their professional growth, social responsibility, and development.
SECTION 3. Definition of Terms. — As used in this Act:
