Presidential Decree No. 561
September 23, 1974
Case Overview and Summary
Summary of Presidential Decree No. 561Subsistence Allowance for Cadets
- Prescribes a basic daily subsistence allowance of not more than 10 pesos for each cadet of the Philippine Military Academy and Philippine Air Force Flying School.
- This allowance is higher than the 6 pesos prescribed for other military personnel under Presidential Decree No. 397 to provide proper nutrition for cadets to cope with the rigorous physical and mental demands of their training curriculum and activities.
Rationale
- Prices of commodities are steadily increasing due to worldwide inflation.
- The previous rate of 6 pesos is not enough to meet the quality and quantity of food deemed appropriate for cadets.
- In the past, the subsistence allowance for cadets was higher than other military personnel to provide proper nutrition.
Legal Basis
- Issued by President Ferdinand E. Marcos as Commander-in-Chief of the Armed Forces of the Philippines, pursuant to Proclamation No. 1081 dated September 21, 1972, and Proclamation No. 1104 dated January 17, 1973.
Effectivity
- This Decree shall take effect upon approval.
Repealing Clause
- All provisions of existing laws and decrees in conflict with this Decree are hereby repealed.
