- Grants Domestic Satellite Philippines, Inc. (the Grantee) a franchise to establish, install, operate and maintain telecommunications services in the Philippines using satellite and terrestrial systems. (Section 1)
- Allows the Grantee to construct and operate ground facilities to deliver services to domestic carriers, broadcasters, and specialized networks. (Section 2)
- Authorizes the Grantee to exercise eminent domain rights for establishing and maintaining its services. (Section 3)
- The franchise is valid for 50 years from the start of commercial operations, subject to conditions. (Section 4)
- The President can order the closing or use of the Grantee's circuits and stations during national emergencies without compensation. (Section 5)
- The Grantee shall pay an annual tax of 0.5% of gross earnings from Philippine operations, in lieu of other taxes except real property tax. (Section 6)
- The Grantee is subject to Philippine laws, rules, and international agreements. (Section 7)
- The franchise is subject to amendment, alteration or repeal, and public property rights revert to the government upon termination. (Section 8)
- The Grantee's operations shall contribute to public welfare, conform to ethical standards, and not be used for disseminating false information or subversive acts. (Section 9)
- The government reserves the right to fix minimum and maximum rates charged by the Grantee. (Section 10)
- The Grantee shall submit annual accounts to the Commission on Audit for auditing. (Section 11)
- The Grantee shall execute a ₱50,000 bond for faithful performance during the first 4 years. (Section 12)
- The Grantee shall accept the franchise within 1 year and upon bond approval, can exercise the privileges. (Section 13)
- The Grantee cannot transfer or assign the franchise without prior Presidential approval. (Section 14)
- The franchise is not exclusive, and more favorable terms granted to competitors shall apply to the Grantee. (Section 15)

PRESIDENTIAL DECREE GRANTING THE DOMESTIC SATELLITE PHILIPPINES, INCORPORATED A FRANCHISE TO INSTALL, MAINTAIN AND OPERATE, IN ANY PLACE IN THE PHILIPPINES STATIONS FOR PROVIDING TELECOMMUNICATION SERVICES THROUGH THE USE OF SATELLITES, TELECOMMUNICATIONS (RADIO, TELEGRAPH, TELEPHONE AND TELEVISION SYSTEMS), LINES, CIRCUITS, WIRE AND/OR WIRELESS TO SERVE ALL THOSE NEEDING SUCH SERVICE ON LAND, AT SEA AND IN THE AIR
WHEREAS, there is a need to develop a nationwide telecommunications network which can provide various telecommunications services to domestic carriers, television and radio network and specialized service networks;
WHEREAS, it is necessary to introduce the latest technology into existing networks in order to make available the most modern services in various areas of the Archipelago;
WHEREAS, the use of these telecommunications services for educational, informational, agricultural, industrial, law enforcement, government and military purposes will catalyze the social, economic and political advancement of the Philippines;
