MALACAÑANG PALACEManila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 344 PROCLAIMING THE EXISTENCE OF A PUBLIC CALAMITY IN THE MUNICIPALITIES OF BALER AND CASIGURAN, PROVINCE OF TAYABAS. Having found that the flood which recently occurred in the municipalities of Baler and Casiguran, Tayabas, has wrought havoc among the inhabitants thereof, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers conferred upon me by section one of Act Numbered Four thousand one hundred sixty-four entitled "An Act to prevent the excessive increase in the prices of certain prime necessities of life on the occasion of a public calamity, pe­nalizing the violation thereof, and for other purposes," do hereby proclaim that a public calamity exists in the municipalities of Baler and Casiguran, Tayabas, as a result of said flood and do hereby declare in full force and effect therein the provisions of Act Numbered Four thousand one hundred sixty-four which prohibit and penalize the hoarding of the prime necessities of life and the holding of them for sale at prices twenty-five per...
