- Declares the existence of a public calamity in the Provinces of Albay, Camarines Sur, Catanduanes and Sorsogon and in the cities of Legaspi and Naga due to the recent typhoon Trix. (Section 1 of Act No. 4164)
- Invokes the provisions of Act No. 4164 which prohibits and penalizes the following:
- Hoarding of palay, rice, corn, building or construction materials, and other prime necessities of life specified in the accompanying list.
- Holding these commodities for sale at prices higher by twenty-five per cent or more above the average current local price one month before the disaster. (Section 1 of Act No. 4164)
- The current local price plus twenty-five per cent shall not exceed the ceiling price set in existing executive orders issued by the President in pursuance of Republic Act No. 509, as amended.
Penalties
- Act No. 4164 penalizes the violation of its provisions.

Proclamation No. 349
PROCLAIMING THE EXISTENCE OF A PUBLIC CALAMITY IN THE PROVINCES OF ALBAY, CAMARINES SUR, CATANDUANES AND SORSOGON AND IN THE CITIES OF LEGASPI AND NAGA.
Having found that the recent typhoon Trix has not only wrought death and havoc among the inhabitants in the Provinces of Albay, Camarmes Sur, Catanduanes and Sorsogon and in the cities of Legaspi and Naga, but also threatens them with famine and epidemic, I, Elpidio Quirino, President of the Philippines, by virtue of the powers conferred upon me by section 1 of Act No. 4164 entitled "An Act to Prevent the Excessive Increase in the Prices of Certain Prime Necessities of Life on the Occasion of a Public Calamity, Penalizing the Violation Thereof, and For Other Purposes," do hereby proclaim that public calamity exists in the above-mentioned provinces and cities and do hereby declare in full force and effect therein the provisions of Act No. 4164 which prohibits and penalizes the hoarding of palay, rice, corn, building or construction materials...
