PROCLAIMING THE EXISTENCE OF PUBLIC CALAMITY IN CAMAGUIN ISLAND, MISAMIS ORIENTAL, IN THE PROVINCES OF SAMAR, LEYTE,CEBU, ILOILO, ANTIQUE, CAPIZ, NEGROS OCCIDENTAL, NEGROS ORIENTAL, BOHOL, ROMBLON, AND MASBATE AND IN THE CITIES OF CALBAYOG, CEBU, DUMAGUETE, BACOLOD, ILOILO, AND ROXAS.

Having found thay the explosion of Mt. Hibok-Hibok and the recent typhoon "Amy have not only wrought death and havoc among the inhabitants of Camiguin Island, in the Province of Misamis Oriental, in the Province of Samar. Leyte Cebu, Iloilo, Antique, Capiz Negros Occidental, Negros Oriental, Bohol, Romblon and Masbate, and in the Cities of Calbayog, Cebu, Dumaguete, Bacolod, Iloilo and Roxas, but also threaten them with famine and epidemic, I, Elpidio Quirino, President of the Philippines, by virtue of the powers conferred upon me by section 1 of Act No. 4164 entitled "An Act to prevent the excessive increase in the prices of certain prime necessities of life on the occasion of a public calamity, penalizing the violation thereof, and for other...

Proclaiming the Existence of Public Calamity
• Declares the existence of a public calamity in the following areas due to the explosion of Mt. Hibok-Hibok and Typhoon "Amy":
- Camiguin Island, Misamis Oriental
- Provinces of Samar, Leyte, Cebu, Iloilo, Antique, Capiz, Negros Occidental, Negros Oriental, Bohol, Romblon, and Masbate
- Cities of Calbayog, Cebu, Dumaguete, Bacolod, Iloilo, and Roxas

• Invokes the provisions of Act No. 4164, which prohibits and penalizes the following:
- Hoarding of palay, rice, corn, building or construction materials, and other prime necessities of life specified in the accompanying list. (Section 1 of Act No. 4164)
- Holding these commodities for sale at prices higher by 25% or more over the average current local price one month before the disaster, provided the current local price plus 25% does not exceed the ceiling price set in existing executive orders issued under Republic Act No. 509, as amended.

• Declares the provisions of Act No. 4164 to be in full force and effect in the mentioned areas, provinces, and cities.
