- Failure of Registration Officers to perform duties: disciplinary action or fine (₱50-₱200) and/or imprisonment (1 month - 1 year)
- Failure to register without justifiable excuse: ₱20 fine
- Registering more than once, improper registration, or obstructing registration: 1-6 months imprisonment
Jurisdiction and Prosecution (Sections 12-13):
- Municipal or City Courts have jurisdiction, with appeal to Court of First Instance
- Prosecution same as election offenses under Election Code of 1971
Transitory Provision (Section 14):
- Lists from January 1973 referendum can be adopted after publication and authentication
Rules and Regulations (Section 15):
- Commission on Elections to promulgate rules, forms, and periods

PRESIDENTIAL DECREE No. 210 June 8, 1973
PROVIDING FOR A SYSTEM OF REGISTRATION FOR MEMBERS OF THE BARANGAYS (CITIZENS ASSEMBLIES)
WHEREAS, Presidential Decree No. 86 dated December 31, 1972, created the Barangays (Citizen Assemblies) in order to broaden the base of citizen participation in the democratic process and to afford ample opportunities for the citizenry to express their views on important national issues;
WHEREAS, Presidential Decree No. 86-A dated January 5, 1973, strengthening and defining the role of Barangays (Citizens Assemblies) states that they shall constitute the base for citizen participation in governmental affairs and their collective views considered in the formulation of national policies or programs;
WHEREAS, Presidential Decree No. 86-B dated January 7, 1973, provide, among others, that important national issues shall from time to time be referred to the Barangays for resolution;
WHEREAS, the Barangays have been recognized and accepted as instrumentalities of the sovereign will of the people;
