PROVIDING FOR COMPENSATORY BENEFITS TO DISASTER VOLUNTEER WORKERS ENGAGED IN EMERGENCY OPERATIONS
WHEREAS, it is the policy of the state to develop and promote self-reliance by encouraging the spirit of self-help and mutual assistance among the local officials and their constituents;
WHEREAS, there is an urgent need to enhance the people's participation in emergency operations of the government as the state alone with its meager resources can hardly be expected to achieve desired results;
WHEREAS, to achieve this end, the state shall encourage the participation of the people in the government's disaster control operations through their voluntary involvement in the activities of the disaster coordinating councils particularly during disaster or emergency operations;
WHEREAS, the people's voluntary involvement in this government undertaking can only be achieved and made truly effective by making them aware of their responsibilities and as supportive groups to the existing disaster organizations of the community, and providing them compensatory benefits for injuries or death sustained while in the performance of...

EXECUTIVE ORDER NO. 948
Providing for Compensatory Benefits to Disaster Volunteer Workers Engaged in Emergency Operations
- Definitions:
• "Disaster Volunteer Worker" (DVW) refers to a duly accredited member of any task unit of a local disaster coordinating council. (Sec. 1a)
• "Local Disaster Coordinating Council" refers to a group organized at provincial, municipal, or barangay level pursuant to PD 1566. (Sec. 1b)
• "Disaster Operations" means efforts to provide emergency assistance and relief to disaster victims, including medical aid, food, water, shelter, rescue, firefighting, police protection, route clearance, traffic control, and communications. (Sec. 1c)
• "Legal Dependents", "total and permanent disability", and "permanent partial disability" are defined as per the Workers Compensation Act. (Sec. 1d)
- Compensatory Benefits for DVWs:
• Death: P5,000 or current GSIS/SSS rate, whichever is higher. (Sec. 2a)
• Total and permanent disability: P5,000. (Sec. 2b)
• Permanent partial disability: P3,000. (Sec. 2c)
• Hospitalization for more than 15 days: P2,000. (Sec. 2d)
• Hospitalization for 5-15 days: P1,000. (Sec. 2e)
• Hospitalization for 1-5 days: P300. (Sec. 2f)
• Free medical care in government hospitals for injuries sustained. (Sec. 3)
- Claims Procedure:
• Notice of injury and claim for compensation must be given to the local DCC as soon as possible and within 2 weeks of injury/death. (Sec. 5)
• Notice must include DVW's name, address, DCC and task unit, time, place, nature, and cause of injury/death. (Sec. 6)
• Notice to be served on DCC Chairman or representative through task unit leader. (Sec. 7)
• Incorrect details in notice are acceptable unless DCC is actually misinformed. (Sec. 8)
• Local governments to maintain roster of DVWs and provide copies to Civil Defense Office. (Sec. 9)
- Funding:
• Compensatory benefits to be charged to the national calamity fund, subject to appropriations. (Sec. 10)
• Initial P1M to be released to MLG at start of fiscal year, replenishable as needed. (Sec. 10)
• Local governments to enact supplemental budgets as per PD 477. (Sec. 11)
- Implementation:
• MLG to issue rules and regulations for implementation. (Sec. 12)
• Separability clause included. (Sec. 13)
• Repealing clause for inconsistent laws/orders. (Sec. 14)
• Effective upon publication in newspaper. (Sec. 15)
