Summary of Executive Order No. 852Coordination at the National Level
- The National Security Council (NSC) is responsible for coordinating development and security efforts at all levels of government, especially national, regional, and provincial levels. (Section 1)
- The term "development and security" refers to the peace and order aspects of formulating and implementing development programs and projects, especially area-specific ones. (Section 1)
- The NSC shall:
- Monitor development plans, programs, and projects with respect to their security implications. (Section 1(a))
- Identify and indicate to appropriate agencies the types of programs, projects, and specific areas that are of higher security priority. (Section 1(b))
- Provide guidelines to Regional Development Councils regarding the security implications of their development programs and projects. (Section 1(c))
- Perform other related functions necessary to accomplish its purposes and objectives. (Section 1(d))
- The NSC shall be convened by the President or, in his absence, by the Prime Minister (designated as Vice Chairman). (Section 1)
Coordination at the Regional Level
- The Regional Development Council shall:
- Coordinate the implementation of area-specific programs and projects with development and security implications at the regional level. (Section 2)
- Consider security conditions in the regional planning process, particularly in identifying programs and projects in areas requiring preferential attention from a security standpoint. (Section 2)
- Consult and interact with other regional bodies, such as the Regional Peace and Order Council, to further their objectives. (Section 2)
- Assist in coordinating the roles, functions, responsibilities, and assignments of involved civil government entities in larger-scale military operations in the region as necessary. (Section 2)
- The Regional Development Council may hold separate special meetings or form a subcommittee on development and security matters. (Section 2)
- The membership of the Regional Development Council is modified to include the Regional Commander of the Philippine Constabulary and the Regional Director of the Ministry of Human Settlements. (Section 2)
- The primary functions of the military representatives in the Regional Development Council are:
- To apprise the Council of security conditions in various areas affected by programs and projects. (Section 2)
- To suggest priorities in attention in the formulation and implementation of area-specific programs and projects, based on their perceptions of security conditions. (Section 2)
- To interface with other Council members on security problems that may hamper the execution of development programs and projects. (Section 2)
Priority Areas
- The concerted development and security effort shall be on a nationwide basis, with initial focus directed to priority areas identified by the NSC. (Section 3)
Funding Requirements
- The agencies involved shall operate within their approved appropriations, without prejudice to additional funding for added operational requirements. (Section 4)
- Implementing ministries and agencies shall redirect their program thrusts to indicated priority areas to provide desired support to the total effort, whenever practicable. (Section 4)

EXECUTIVE ORDER NO. 852 December 3, 1982
PROVIDING FOR MORE EFFECTIVE COORDINATION BETWEEN NATIONAL DEVELOPMENT AND SECURITY OPERATIONS
WHEREAS, under the New Republic, national development shall be pursued with renewed dedication and greater determination;
WHEREAS, the maintenance of peaceful and orderly conditions, specially in the countryside, is an essential requisite for the effective execution of development programs;
WHEREAS, the vigorous implementation of area development programs and projects, particularly those directed towards the delivery of basic services, the administration of justice, and the provision of gainful livelihood opportunities leading to greater economic benefits, will help bring about more stable security conditions in such areas;
WHEREAS, security operations in any area are invariably more effective when they are provided full, timely, and coordinated support by the various agencies of the civil government through appropriate developmental activities;
WHEREAS, it is therefore necessary to effect greater coordination in the activities of the various agencies of the government, particularly with respect to geographical and functional harmonization of development and security operations; and
